The complexity of the Brazilian tax system extends to the Tax Reform debate and the diversity of proposals. There is the Bill (PL) sent by the federal government to the National Congress, on July 21, which proposes the creation of CBS - Contribution on Goods and Services from the unification of two federal taxes - PIS / Pasep and Cofins . This PL will be analyzed together with the other two Proposed Amendments to the Constitution, which have been in the Legislative for some years, PE45 and PEC110.

There is no lack of criticism, doubts and fear of more legal uncertainty in relation to the proposals: how will this discussion be conducted in Congress? What is the possibility of increasing the tax burden for the service sector? How to manage the transition period for changes in taxes and fees? For this reason, ABES brought together 3 names of great relevance in the areas of tax, services and policy for the ABES NEW TIMES webinar: How is the competitiveness of the Brazilian software sector with the new tax reform?, scheduled for 08/31/2020, at 11 am.

ABES invited the Federal Deputy of the Progressive Party of Sergipe and president of the Mixed Parliamentary Front in Defense of the Service Sector, Laércio José de Oliveira, and the tax consultant and professor at the Brasiliense Institute of Public Law and the TRF-1 School of Magistrates, Everardo Maciel. The moderation will be on the part of the political scientist, doctor from UnB and director of Vector Análise, Leonardo Barreto.

Laércio José de Oliveira
Federal deputy of the Sergipe Progressives party, he is president of the Mixed Parliamentary Front in Defense of the Service Sector. He is currently president of the Fecomércio / SE system, having already been vice president of the National Confederation of Goods, Services and Tourism (CNC). The congressman has a degree in Business Administration and a postgraduate degree in Business Management. It has outstanding business performance through the MULTSERV Group, a notorious business group in the North and Northeast regions, with 5,000 employees. He has already been president of the Union of Cleaning and Conservation Companies (SEAC) of Sergipe and of the National Federation of Cleaning Service Providers.

Everardo Maciel
He is a tax consultant and professor at the Brasiliense Institute of Public Law - IDP and at the TRF-1 School of Magistrates. He is a member of the International Academy of Law and Economics and of the CNJ Advisory Council. He was Secretary of Finance, Planning and Education of Pernambuco, Secretary of Finance and Planning of the Federal District, Executive Secretary of the Ministries of Education, Civil House, Interior (now National Integration) and Finance (currently Economy). Federal Revenue Secretary, in addition to having held the positions of Minister of Education, Interior and Finance on an interim basis. He has also taught at private academic institutions and participated in UN and IMF missions.
