Association promoted free online event with industry experts to discuss the topic

The Startups Legal Framework introduced changes in the innovation ecosystem and opened the way for public bodies and companies to establish a Public Contract for Innovative Solutions (CPSI) with startups. Aware of this scenario, ABES – Brazilian Association of Software Companies promoted a event with the participation of experts from the sector in which it launched the Guide on the Special Regime for Public Procurement.

Sanctioned on June 1, 2021, the Legal Framework for Startups (MLS) provides for the Public Contract for Innovative Solutions (CPSI), a bidding process that allows public managers to test solutions to solve problems in Brazilian public management. Inspired by the open innovation model, the MLS bidding process allows the manager to present problems to the innovation ecosystem and select the solution with the greatest capacity to face them. do here the free download of the guide.

By making this Guide available, ABES demonstrates its understanding that making purchases based on cost-benefit criteria, focused on problem solving, has the potential to generate benefits not only for public management, but also greater dynamism in the startup ecosystem” , declares Paulo Milliet Roque, President of ABES.

Postgraduate in Business Law from PUC/SP); Fernando Rabelo (Executive Manager of BrazilLab and postgraduate in Public Law); Marcos Pinto (Director of Innovative Entrepreneurship at the Ministry of Science, Technology and Innovations – MCTI); Susana Santos (Leader of the Public Procurement Committee at ABES and Legal Specialist at Neoway); Cassio Spina (Leader of the ABES Startups Committee, President of Anjos do Brasil and Investor); and Paulo Milliet Roque (President of ABES).
