SIDER, Softplan's solution for the management of transport infrastructure and works, made the management and performance of servers more efficient and agile
 
Since the Department of Highways of the Federal District (DER-DF) started digitizing the management of domain strips, the annual collection of fees with the concession of use of these areas has risen from R$ 300 thousand, in 2010, to R$ 7 .2 million in 2018. In addition, streamlining processes and eliminating bureaucracy for licensing services to road users has a direct impact on the economy of communities close to the roads. To enable the digital transformation of this management, DER-DF uses SIDER, Softplan's platform for monitoring road works and transport infrastructure.
 
The DER-DF is responsible for managing more than 1,500 contracts for the concession and use of the domain strips under its jurisdiction. It is estimated that for every 1.3 kilometers of road there is a point to be inspected, regarding the use and concession authorized by the State: from an advertising billboard to a tent for the sale of typical products, passing through gas stations, stores convenience stores and restaurants, or even transmission lines for energy, data and telecommunications services. 
 
According to the DER-DF Domain Range Director, Lucas Santos de Faria, the inspection guides street vendors to regularize their activity by registering as an individual microentrepreneur and defines the points at which they can act, without jeopardizing the your safety and that of highway drivers and passengers. “Commercial exploitation of the right-of-way is something that generates employment, income, moves the local economy and also makes street vendors more formal on the side of the highways”, he evaluates. To manage the commercial exploitation of this entire area – the width of the lanes varies from 40m to 130m, depending on the road category – the DER-DF has 35 employees, 25 of whom act as field inspectors. Technology comes in as a resource that optimizes the work of inspectors, streamlining the process.
 
How SIDER works — The system is made up of modules that work in specific areas of road management, from construction projects for the implementation or expansion of roads, accesses and special works of art – such as bridges and viaducts – to the signaling and exploitation of traffic lanes. domain. The module for domain bands, according to Softplan's Systems Support Coordinator, Adriano Marra, provides the necessary support both for the Administrative area and for inspection. “The tool controls information on all occupations under the jurisdiction of the DER-DF, from the beginning, from the request for registration of the process, to the monitoring of revenues and possible installments due to delays”, he explains. 
 
Management with mobility — The SIDER Domain Range module is supplied with all the data necessary for the analysis of projects and the granting of licenses, such as the legislation that defines the services that can be exploited, the regulation of fees and exemptions for each sector or branch of activities , master plans for real estate occupancy, plans for the use of advertising and regulations for the use of each area, as well as technical norms and safety standards for traffic. To assist inspectors in the field, the system offers a tool that can be used by cell phone, FXZ Mobile. The application is synchronized with the SIDER database. By means of geolocation, even in places where there is no internet access, the inspector is able to verify if the point is regular, if it is up to date with the fees and if it is operating in accordance with the license granted.
 
The tool works similarly to applications that use GPS and maps to assist the driver in traffic. As the inspector travels on the highway, the application detects establishments – such as kiosks, bus stops, convenience stores, restaurants, and so on. – and equipment – such as billboards, signs and installations for advertising and signage – within a radius of up to five kilometers. It informs about the legal and fiscal situation, and even if the enterprise is registered. Immediately, the inspector can notify you or act on you, as the case may be and the irregularity. 
 
Before FXZ Mobile, inspectors had to carry out a preliminary survey of the processes at the DER headquarters, of the points that could be in an irregular situation. From this initial screening, they went out to the field loaded with the folders of the processes of each establishment or point in the stretch of the right-of-way to be inspected, already defined before the operation. “Each time the inspector had a doubt (about the situation of a certain point), he had to stop the car, open the file with the process, and check. Not today, it's all on mobile. If there is a problem, the notification is already issued and delivered right there or sent, through the system, to the person in charge, in the case of advertising devices or other equipment where there is no person in charge on site”, describes Marra.
 
As the number of concession contracts is high, the system allows monitoring the validity of each one in real time, alerting about the terms for renewing licenses and debts for not paying the fees provided for in the concession. “The system is a very efficient tool because it allows controlling this default, making these collections and providing information to the inspection in cases where it is necessary to vacate the point due to non-compliance with the contract”, concludes Farias.
