ABDI project wants to improve competitiveness and the development of cutting-edge technologies
 

At a meeting promoted by ABES on July 26, Carlos Frees, a project specialist at ABDI – Brazilian Agency for Industrial Development, invited associates to participate in the “Technology Demonstration Environment for Smart Cities”, which will be set up on the Inmetro campus. , in Xerém (RJ). The infrastructure will allow the integration of different products and solutions, making it possible to test, evaluate and qualify the technologies in terms of interoperability, security, performance, among other issues.
 
“The evolution towards smart cities will demand disruptive and cutting-edge technologies, which will make a difference in Brazil in the coming years. We can import them, which will affect our trade balance, break companies and generate unemployment. That's why we launched this unprecedented project, which will support and stimulate the competitiveness of the Brazilian software and technology-based industries”, explained Frees. 
 
“In this environment, a public manager will be able to see the technologies in operation and better understand how they work, the benefits for the population. We left the conceptual field, from theory, to practice. The products and solutions will have the endorsement of Inmetro, which gives more reliability”, added the executive. 
 
ABDI was concerned with mobilizing social actors from different areas to provide institutional support and compose the advisory council of the “Environment for Demonstrating Technologies for Smart Cities”, including the Parliamentary Front in Support of Smart and Human Cities, the Brazilian Association of Automation, the Brazilian Network of Smart & Human Cities, in addition to ABES, ABINEE, ASSESPRO, ACATE, Porto Digital, Embrapii, universities, among others.
 
The Demonstration Environment is expected to start operating in the second half of 2018. It will be a guide and a showcase for those demanding technologies for smart cities and, at the same time, a guidance mechanism for other projects in Brazil.
 
The government agency has an estimated budget of R$ 5 million to assemble the architecture in Xerém (RJ), and the selected companies must assume the costs for the availability, implementation, testing and adjustment of the solutions.
   
Public management and infrastructure
 
Frees recognized that progress is still needed in the implementation of a more modern public management, possible from a technological leap and a participatory, efficient and transparent administration model. He also mentioned the advances of the current Minha Cidade Inteligente Project, which is an integral part of the Intelligent Brazil Program, which aims to implement fiber optic and broadband infrastructure in the municipalities.
 
Hednei Marangoni, from Sondas IT, highlighted that municipal administrations must integrate all city hall bodies in smart city projects, as several actions allow the sharing of service infrastructure and optimization of public resources. “The regulatory part in Brazil is also a great challenge. Using the area of smart grid, in which we have a good portfolio of clients, the absence of standardization and perspectives inhibits companies' investments in large projects”. In his assessment, the proposal by ABDI and Inmetro can be a relevant starting point to generate business models and partnerships.
 
“The concept of smart cities focuses on the municipality as a whole and its citizens. Brazil, when it needed to, knew how to evolve in tax collection in all spheres of public management through technological tools. Now, the ABDI project contributes to giving a return to the residents of the cities, who pay these taxes, through investments in the modernization of education, health, sanitation and other public services”, concluded Ângelo Roberto Oliveira, from Dibute Software.
