National and international reference for the Textile and Clothing chains, Senai Cetiqt - Technological Center of the Chemical and Textile Industry - started to rely on Paradigma Business Solutions in its modernization process of its technological infrastructure to give more support and competitive references to the Industry Textile from Brazil. Within its strategic plan, the institution is carrying out the exchange of its park of machines, installations and laboratories that will be a reference to promote innovation in the textile industry, with the objective of helping it to stand out in relation to the world competition.
 
In addition to offering several technical qualification and professional training courses in the textile and clothing area and eight more undergraduate courses, Senai Cetiqt acts as the main Human Resources Training Center for the sector, with complete pilot plants that reproduce the manufacturing environment. The institution also has pilot spinning, weaving, knitting, clothing and innovation pilot plants, an integrated network of laboratories and an area of Innovation, Studies and Research. This sector operates with a focus on Anthropometry, Behavior and Consumption, Color, Design, Creative Economy, Technological and Marketing Prospecting, Sustainability and Social and Environmental Responsibility.
 
Raul Caldas, Administration manager at Senai Cetiqt, explains that in this process of changes to improve and modernize the infrastructure, the entity sought in the market a tool that would support it in the process of negotiating and expanding the base of suppliers available in the purchasing area, which are carried out via public bidding. “Our purchasing area is committed to researching and always purchasing the best purchasing options for the entity. In this process of restructuring strategic areas, we noticed an increase in the volume of purchases and we needed a tool that would help us improve the performance in negotiations, expand the service alternatives and also bring greater agility and transparency to the processes of acquisition of goods and services. ”, Comments the manager.

Challenge to increase the number of bids

The purchasing team needed more agility in the purchasing processes and to reach a larger number of participants in the bids to increase the competitiveness of the offers, which the face-to-face processes limit. Normally, a face-to-face bidding process involves three professionals from the entity's Purchasing area during the entire session. Although the institute is well located, in Rio de Janeiro, many textile hubs are in other states, mainly in Santa Catarina, Rio Grande do Sul and São Paulo. For the planned restructuring, Cetiqt needed to purchase imported equipment that is often supplied by few representatives in Brazil.
 
“Our challenge is to support an increasing number of tenders and avoid processes with low competitiveness. For this, we need to facilitate the work of suppliers and buyers. We saw in the electronic auction a way to increase the number of participating suppliers ”, emphasized Raul.
 
The procurement and contract coordinator, Rogério de Souza, explains that electronic trading is a means of negotiation that has already been widely used and recommended among the entities that are part of the Industry System. “When we decided to modernize our purchasing negotiations, we looked for a tool that was already adhering to the market. Paradigma Business Solutions' WBC e-procurement public platform is used by entities such as FIRJAN, FIEP and FIERGS, in addition to other public bodies, such as city halls and state governments, which has given us more confidence ”, explains the coordinator.
 
Another reason for adopting the Paradigma tool is that the solution is to fully comply with the Bidding Regulation of System S Entities or Law 8.666 and LC 123, which is necessary when using federal resources. Having the great advantage of complying with the rule of “request for reconsideration of disqualification before the bidding phase”, in force in the regulation of Senai's bids. This standard provides for the evaluation of the proposals, regarding the specifications of the equipment, before the bidding dispute between the suppliers. Disqualified suppliers can use the disqualification reconsideration request and have 30 minutes to defend themselves and try to participate in the bid again.
 
Paradigma's solution enabled the entity to begin its international purchasing process, buying and negotiating more than 35 imported equipment, in addition to offering access to a base of more than 180 thousand suppliers registered in the Clicbusiness procurement portals network.
 
Savings of more than R$1.8 million, increased productivity and standardized processes
 
Rogério de Souza explains that before adopting the tool for purchases, using electronic auctions, face-to-face bids required the presence of technicians from some specific areas of Senai. “Today, these professionals are able to forward product requirements in advance and there is no longer a need for their presence in the bidding process, which often lasted all afternoon. Currently, it is already possible to carry out up to three electronic auctions at the same time ”, says the coordinator.
 
The adoption of the tool also helped to standardize processes within the purchasing area. The first step towards implementation was the standardization of the electronic auction procedure. "In just 60 days, the solution was already in operation at the institution, which also began to benefit from the end of the need to send several e-mails to confirm suppliers' participation and request documents", says Rogério.
 
In addition to gaining productivity, Cetiqt is also experiencing savings in its purchases and an increase in the volume of bids. “In four months of using the Paradigma WBC e-procument public platform, between October 2013 and February 2014, a volume of R$6.5 million in public tenders was negotiated. During this period, we had savings of 21% in purchases, equivalent to more than R$ 1.8 million. “We were also able to double the number of bids carried out, in relation to the previous months”, says Raul Caldas, Administration Manager at Senai Cetiqt. 
 
The coordinator explains that this saving is due to the increase in the number of participating suppliers, who often did not arrive on time in the face-to-face bidding due to traffic or could not travel from their states to participate, or simply did not take notice in time of the process. bidding. With the new electronic purchasing portal and the replication of processes in the Clicbusiness Network's supplier base, SENAI CETIQT's offerings and alternatives to meet the demand have significantly expanded. This gain in competitiveness increased the dispute between suppliers, allowed within the electronic auction process, which ends up lowering the price of products.
 
“In addition to gains in productivity, agility and economy, this project also brought greater transparency of procedures and availability of time and tools to qualify and standardize more and more processes for the purchase and approval of suppliers”, concludes Raul Caldas.
