Municipality began to calculate reference prices with more transparency, full traceability and greater publicity of bidding processes, using a new online query service and access to an additional base of 180,000 suppliers registered in the first network of electronic purchase portals in Brazil
 
In order to ensure greater control, competitiveness, transparency and effectiveness in the management of public bidding processes, the City Hall of São Bernardo do Campo adopted the WBC Paradigm tool Public and managed, through its own electronic purchasing portal, to achieve savings of around 25% in relation to the prices paid in tendered processes in other modalities. Through the electronic system, in the last two years alone, more than R$ 240 million were negotiated in purchase processes, with savings of more than R$ 92 million.
 
Located southwest of the Metropolitan Region of São Paulo, the city of São Bernardo do Campo is one of the members of the Greater ABC region. Other São Paulo municipalities such as Piracicaba, Sorocaba and Diadema, in addition to dozens of others such as Florianópolis/SC and other public entities throughout the country such as SESC/SP, the federative system of industry in RS, SC, PR and RJ, as well as the states from Pernambuco, Pará and Santa Catarina, use the same technology and have access to a supplier base that serves more than 30 electronic purchasing portals through the ClicBusiness Network.

The Paradigma WBC platform, which supports more than 50 electronic procurement portals in operation in Brazil, also enables an important innovation to qualify the country's bidding processes, providing RFI technology adapted to public procurement legislation for consultation or price quotations. to an expanded base of suppliers, which reaches, in addition to the suppliers approved on the purchasing unit's own portal, another base of thousands of companies registered in the Clicbusiness Network, giving greater universality and traceability to the collection and formation of reference prices, as has been required by the supervisory bodies – TCEs, TCU and CGU.
 
The municipality opted for the adoption of an electronic, traceable and specific process for each bidding process, since it faced difficulties in using external reference price bases because they do not necessarily reflect the prices for each purchase process and because they cannot equalize accordingly. satisfactorily fundamental differences on the profile of the information collected from different databases such as:
 
1. Temporality – prices of products and services change according to the seasonality of production and availability of professionals and consequent variations in supply and demand curves that can bring about significant fluctuations in prices collected in different periods.
 
2. local logistics – logistical costs have a significant influence according to the location of service/delivery points and the respective availability of stocks or regional access to move products or availability of professionals in the region, in the case of service provision;
 
3. Item standardization – the major primary challenge in forming reference prices based on database consolidation is associated with the lack of standardization of nomenclature and precise specification that can ensure equality or at least similarity or equivalence between different products and services, which it impairs the quality of information and the cost and reach of procedures that can relevantly attend to the hundreds of thousands of different items purchased with public budget throughout the national territory.
 
4. Buyer's acquisition profile and scale – the difference in prices practiced for the same items, in the same period, in the same region, but involving buyers with different purchasing power and scale of acquisition, can be significantly different, generating another important distortion in the calculation of average reference prices for purchase of products and services. 
 
Edna Pereira de Carvalho, Director of the Department of Materials and Heritage, explains that her area opted for the WBC Paradigm tool after consulting work with FGV – Fundação Getúlio Vargas, which evaluated, together with the City Hall's purchasing area, several solutions. “The platform works with us as a purchase control facilitator. It ensures speed in the processes and strengthens the image of credibility of the municipal administration by bringing transparency to the processes and reducing the cost of goods acquired for the management of the city”, says Edna.
 
Today 80% (eighty percent) of purchases made in the Municipality of São Bernardo do Campo are made through the electronic system, with the advantages of using a much smaller number of employees in the bidding process, as well as agility in purchasing procedures.
 
“And as if that were not enough, a long time ago, we were already talking about the Electronic Quotation Module, which could facilitate the acquisition of an average price on the market, used as a basis for bidding, since the public body in general has It is quite difficult to carry them out, usually without success, as the return is almost impossible. With this new module available on the Paradigma platform, for each product to be purchased, we forward a request for a price quote through this system that triggers, simultaneously, to a very large range of suppliers in the sector - which always result in a reasonable amount of quotes – which gives us support to obtain the average price for the bids. If we already bought in a short period of time given the facilities that the electronic purchasing system offers us, with the new Electronic Quotation Module it only made our work even easier, making it possible to meet demand with greater transparency and agility”, explains Edna.
 
Platform adoption process
The implantation started with the purchasing procedure through the waiver of bidding and then the electronic invitation modality. Subsequently, the model for acquiring products subject to the National Health Surveillance Agency (ANVISA) regime for the purchase of medicines and medical, hospital and dental materials was implemented. For this, the Paradigma team customized the tool with all the adaptations to the ANVISA regime. In 2009, the Electronic Auction modality was definitively implemented, also with the necessary adaptations to the legislation, concomitantly with the use of the Document Registration module.
 
25% reduction in purchasing costs
Edna explains that using the tool has increased competition between suppliers, ensuring better prices. “By inserting purchase demands on the website, the city hall achieved an increase in the participation of suppliers in municipal tenders, causing an average reduction in purchase costs of up to 25%”, he says.
With the adoption of the electronic system, most of the manual activities were suppressed and, in this way, the time and number of employees for purchasing procedures were reduced.
