Manoel dos Santos represented ABES at Fintech View

ABES participated on April 25 in the panel “Impact of tax encumbrance on innovation initiatives”, which was part of the Fintech View 2017 program, an event that brought together the fintech ecosystem of Brazil and Latin America, banks, regulatory bodies, international experts, who discussed the evolution and trends of this movement.

ABES' legal director, Manoel dos Santos, represented the association on the panel, which had Fábio Gonsalez, from Fintechlab, as moderator, and also had the participation of Paulo Marcelo, from Ressource; Patrick Negri, from ABStartup; and Ailtom Nascimento, from Stefanini.

Manoel dos Santos spoke about tax conflicts and legislative changes that affect the software sector, highlighting the negative impacts of MP 774/2017, which determines changes in the social security contribution on gross revenue (CPRB) and amends Law No. 12,546, of December 14, 2011. With the new rule, technology companies, among other branches, will once again contribute to the payroll, at a rate of 20%.

It is estimated that the increase in the rate should generate unemployment and increase costs in products and services and, consequently, reduce investments in innovation by Brazilian companies, further reducing national competitiveness.

Criticism of the Federal Government's decision to reinstate the ICT sector was shared by all panelists.

The MP will still be analyzed in a mixed commission of deputies and senators. Afterwards, it will go to vote in the plenary sessions of the respective federal legislative houses.

Fintech View 2017, which had institutional support from ABES, took place at the Hotel Intercontinental, in São Paulo, on April 25th and 26th.
