Meet the demands of the population through information and communication technologies (ICT) that facilitate the implementation and management of essential services, such as health, education and public safety. This is one of the challenges for governments in this millennium, in order to guarantee more quality, efficiency and cost reduction in the long term. There are plans in progress on all continents and Brazil also has its initiatives focused on the use of integrated solutions for public management and the creation of smart cities.
 
With an active participation in similar projects in Europe, Telefonica Vivo decided to lead a project in Águas de São Pedro, a municipality located approximately 230 km from the capital of São Paulo, where tourism is the main economic activity in the region. Bull, Ericsson, Datanext, Fundação Vanzolini, Grupo Bem, Grupo Gol, Huawei, Informar Saúde, On the Spot and Portal Profissão Saúde are the company's partners in this endeavor, which began in 2013.
 
Already in the implementation phase, the first results and lessons learned from this initiative were highlighted by Telefonica Vivo during Futurecom 2014, in São Paulo. The verticals included in this project are: lighting, security, parking, health, tourism and education.
 
“We started by modernizing the telecommunications infrastructure, transforming it into the first 100% digital city in Brazil, with high-speed broadband, high-speed wireless data transmission (4G) and voice and data solutions for companies. Águas de São Pedro will be a great showroom of the most modern technologies and integration of different services in our smart cities platform”, explained Eduardo Koki Iha, manager of the Smart Cities Division at Telefonica Vivo.

Fabio Pontes, Secretary of Tourism of Águas de São Pedro, informs that the health surveillance agents and employees of the Health Department are already trained and in possession of the devices to carry out their activities in the field. The “Águas sem Dengue” app for Android is also now available, aimed at the population so that it can help in the process of identifying dengue outbreaks in the city. The iOS version will be released soon. They will also have a call center for questions and health guidelines (Central de Saúde Águas de São Pedro) and web-based scheduling at the specialty clinic.
 
In the parking area, 300 spaces in the city center are being prepared with the installation of sensors, and the activation has already started and is taking place gradually. In Smart Security, 15 cameras were installed that will work 24 hours a day and a security center that will allow the Municipal Civil Guard to have a central view of all the equipment spread across the City. The installation of the entire solution, including the renovation and modernization (purchase of computers, monitors and other equipment) is in progress.
 
In the area of education, teachers and students are being trained to use new technologies in the teaching-learning process and 410 pieces of equipment (netbooks and tablets) were also donated to all school students. In the implementation phase is the articulation of several partners and digital content that will be offered to increase classes in schools; the availability of the Cloud of Books and Cloud of Jornaleiro, which allow access to books, interactive educational content, videos in digital media, access to magazines, newspapers and news agencies; and the implementation of a school manager to organize the bureaucratic processes of the units, among other solutions.
 
“We put our spirit of innovation into the field, counting on the support of the City Hall, which accepted our proposal and was fundamental in the work of identifying the demands. We do not focus only on the technological part, but on all learning, from the part of obtaining licenses for infrastructure works, the fiscal part and the procedures for contracting services by the municipalities, for example”, concludes the executive of Telefonica Vivo.
 
As the main interface between the city hall and companies, the Secretary of Tourism points out that “it is still early to have a concrete assessment, but we are excited about these new technologies that are being implemented. In addition to the benefits for citizens and tourists, we expect great repercussion in the national and international media, important for the increase of tourism in our city”.
