Initiative, which has the institutional support of ABES, aims to promote web accessibility

 

The São Paulo City Hall launched the Digital Accessibility Seal, which will certify web pages that meet the criteria established by national accessibility standards. The action is an initiative of the Municipal Department of Persons with Disabilities (SMPED) to encourage the practice of inclusion on the web. The initiative has the institutional support of ABES.
 
“The Brazilian Law of Inclusion establishes the obligation to have accessibility on the websites of companies or governments, ensuring that information reaches all people. As there was no body to regulate this right, the Permanent Commission on Accessibility, a consultative and deliberative authority on the subject, is leading this unprecedented initiative in the country”, highlighted the municipal secretary for Persons with Disabilities, Cid Torquato.
 
The Seal will be awarded to the set of electronic pages that obtain a percentage of adherence to the recommendations of the Accessibility Model in Electronic Government of at least 95% and full compliance with the checklist for manual analysis of accessibility in portals and electronic sites.
 
To carry out the accessible navigation tests, the following screen readers must be used: JAWS for Windows, NVDA, VoiceOver (native on MacOS and iOS) and TalkBack (native on Android), taking into account items such as:
 
– Navigation on the page;
– Structure, navigation by headings and by content blocks;
– Accessible images;
– Filling and browsing forms;
– Size and relationship of elements;
– Text content;
– Subtitles, transcripts and audio description;
 
The application must be made if the applicant already complies with the digital accessibility requirements that enable him to receive the Seal. The request can be made through Portal 156 or through the SMPED website, forwarding the necessary documents to the email accessibilitydigital@prefeitura.sp.gov.br. The complete list of required documents is available on the SMPED website.
 
After the application, the Division of Digital Accessibility and Inclusive Communication (DADCI) will issue a Technical Accessibility Assessment Report and submit it to the Permanent Commission on Accessibility (CPA), a body linked to the SMPED, for consideration, for granting the Seal.
