The Inova Telecom Plan was launched, with R$ 1.5 billion for scientific and technological projects related to telecommunications. Three technical cooperation agreements involving the Ministries of Science, Technology and Innovation (MCTI), Communications (MiniCom) and Health (MS), the National Bank for Economic and Social Development (BNDES) and the Financier of Studies and Projects (Finep ) were signed with the aim of supporting initiatives associated with the three federal portfolios.
 
One of Inova Telecom's main goals is to increase the productivity and competitiveness of the Brazilian economy through technological development projects, in addition to generating practical measures in the daily life of the country's population. The new program is part of the Inova Empresa Plan, launched by the federal government in March with a total of R$ 32.9 billion for the years 2013 and 2014.

Thematic areas

Business Plans will be accepted that must include innovation projects within the following thematic areas: development of technological solutions aimed at Optical communications, digital wireless communications, data transport networks, strategic communications and technological solutions aimed at tele health.
 
Conditions
 
Resources: refundable and non-refundable.

Public: independent companies that have gross operating income (ROB) equal to or greater than R$ 30 million or shareholders' equity equal to or greater than R$ 30 million in the last year or belonging to an economic group that meets at least one of these requirements (Mode 1); telecommunications service concessionaires, companies that hold a concession to provide telecommunications services in a given region (Mode 2).

It is allowed to form partnerships with companies that have earned an annual ROB lower than the established limit and/or non-profit public or private scientific and technological research institutions.
 
Minimum value: Modality 1 business plans must have a minimum value of R$ 5 million, with an execution period of up to 48 months. Modality 2 business plans must have a minimum value of R$ 10 million, with an execution period of up to 48 months.

Participation: up to 90% of the total value of each project, with the remainder being allocated by the company or the Concessionaire, as a mandatory minimum counterpart. Access here the notice complete.
