With specific cloud solutions for municipal public management, several cities in the country were able to increase revenue, improve service to citizens, reduce queues for the provision of services and make better use of urban spaces. In southern Brazil, municipalities in Santa Catarina, Paraná and Rio Grande do Sul obtained important results with the migration of systems.
 
In Ituporanga, a municipality in Santa Catarina with just over 26 thousand inhabitants, located in the Vale do Itajaí region, the Finance Department recently managed to calculate more than R$ 423 thousand in Tax on Services (ISS) that may not have been collected by a bank. The amount is equivalent to the sum of taxes generated by all local financial establishments in an entire year. To arrive at the figure, the inspectors used Atende.Net, a system based on cloud computing, which analyzed all the bank accounts of the institution's last months.
 
With fewer queues at administrative headquarters, servers can focus on activities that help the municipality to grow in an orderly manner, combat irregular land use and real estate tax evasion. The city of Cascavel, Paraná, has already managed to optimize issues like this. The little more than 316 thousand inhabitants of the city, which is in the west of the state, are able to consult the feasibility of building a property (residential or commercial) in a few minutes, without leaving their home.
 
In the city, a georeferencing system is used, which is integrated with Atende.Net, whose information is permanently updated, and gives public servants full capacity to observe if any determination of the municipal Master Plan was not respected or if the related taxes and fees to the work were not collected. In conjunction with the IPM system, data is shared with notary offices, accounting offices and real estate agencies, which contribute to combating irregularities.
 
Thinking about improving the transfer of benefits, the city of Gravataí in Rio Grande do Sul implemented a strategy to assist people who are enrolled in assistance programs. The IPM Social cloud system allows the distribution of resources to citizens to be more organized. Instead of manually recording each payment, the solution allows you to track the history of each beneficiary and families, in addition to planning and executing social initiatives and integrating the population into the Cadastro Único – a Federal Government program operated by Caixa Econômica.
 
All of these initiatives are part of the so-called “public management 2.0”, a concept that proposes the digitization of information, centralization of databases and intensive use of cloud computing to help the administration of cities. The solutions were developed by IPM Sistemas, a company from Santa Catarina that specializes in the area and is present in hundreds of cities in various regions of the country.
