“Digital Revolution in Brazil: Technology, State and Society” was the central theme of the seminar held yesterday (22/02), at the Chamber of Deputies, in Brasília (DF), promoted by the Parliamentary Front for Digital and Collaborative Economy, chaired by Deputy Federal Thiago Peixoto (PSD), with support from the Movimento Brasil, País Digital and collaboration of other institutional partners. The event was aimed at parliamentary advisors, professionals who participate in discussions on the regulation of the use of new technologies and have an important role in the analysis and elaboration of bills.
 
For the deputy, the event is in tune with the objective of the mixed parliamentary front, whose function is to educate, discuss and organize debates around the issues of the digital economy, which has changed people's lives, given that companies in this sector already account for more than 15% of world GDP and are expected to reach 24% by 2025, according to recent data from Oxford Economics.
 
The parliamentarian considered that some legislative measures have the potential to prevent the development of the digital economy in Brazil and recalled the bill on mobility applications, whose new vote is scheduled to take place in the coming days. “Today, we have adopted a more reactive posture to the demands generated by the digital economy. We want to evolve in these debates to have a proactive agenda, to anticipate this evolution”, highlighted Thiago Peixoto.
 
Fabio Rua, Ambassador of Movimento Brasil, País Digital and member of the ABES board, thanked the parliamentary front for the reception in organizing the seminar – an idea that he presented to the group at the end of 2017. “The implementation of a positive agenda is essential around the digital economy in Brazil, with discussions that help to understand the financial and social opportunities, in addition to the regulatory impacts, that the changes promoted by the digital transformation can cause”, explained the executive.

“Technology: digitization and economic and social development” was the topic of the first panel, which included the participation of João Emílio Gonçalves, Executive Manager of the Industrial Policy Unit at CNI – National Confederation of Industry, who spoke about industry 4.0; and of Prof. Ronaldo Lemos, lawyer, researcher and professor at Columbia University (USA), who addressed consumer relations, education, innovation and startups.
 
The second panel had the theme “Society: the use of data and impact on the population”, with the presence of Prof. Fabro Steibel, Executive Director of ITS Rio – Institute of Technology and Society of Rio de Janeiro, who spoke about democracy, social media and elections; Carlos Eduardo Gouvêa, director of ABIIS – Aliança Brasileira da Indústria Innovadora em Saúde, who spoke about health 4.0, contributing to the improvement of diagnosis and treatment of patients; Marcelo Ramos, advisor to CETIQT – Chemical and Textile Industry Technology Center / SENAI, who spoke about the textile and apparel sector and explained how innovation is present in this traditional segment of Brazilian industry; and Rodrigo Afonso, founder and Executive Director of Dinamo, who spoke about the entrepreneurial ecosystem, the startup market and encouraging innovation.
 
The last panel, “State: the role of government – administration, public services and regulation”, participated Rafael Velasco, researcher at CTS – Center for Technology and Society, at FGV Rio, which addressed digital government and public management; Claudio Gastal, president of MBC – Movimento Brasil Competitivo, who highlighted the importance of reducing bureaucracy for the efficiency of the public machine in this period of digital transformation; and Fabrício Mota, parliamentary advisor to the Federal Senate, who spoke about the role of the Legislative Power in this scenario of changes promoted by new technologies.
