Novo Sigplani, the management system of the Information Technology Law, is available to qualified companies. Developed by the Ministry of Science, Technology, Innovations and Communications (MCTIC), the new digital form improves the completion of the Annual Demonstration Report (RDA), a document used by the ministry to monitor R&D projects related to the Information Technology Law. Companies must fill in the data in the system by July 31, the deadline stipulated in Decree No. 5,906, of September 26, 2006.
 
The new system includes cross-referencing information with databases from the Federal Revenue Service, the National Treasury and the Information Technology Training Support Foundation (Facti). These databases include individual and legal person registration numbers, deposits to the National Fund for Scientific and Technological Development (FNDCT) and information relating to Priority Programs of National Interest (PPIs). These data are automatically verified in Novo Sigplani, generating greater reliability of information and greater ease for users.
 
The processing of data in the RDAs to improve the indicators used to monitor the results of R&D expenditures is the first module of improvements made to the system, with others under development. The new system is a work carried out by the Secretariat of Entrepreneurship and Innovation (SEMPI), which resulted in the modernization of the old system, implemented 12 years ago. In addition, the new functions comply with Judgment 729/2018 of the Federal Court of Auditors.
 
According to the director of the Department of Science, Technology and Digital Innovation, José Gontijo, the New Sigplani will benefit the government, companies and teaching and research institutions. "We will have a system capable of automatically validating information", he says. "This ranges from values reported by companies to data on agreements sent by Science and Technology Institutes accredited by the Science and Technology Area Committee (Cati)".
 
The Novo Sigplani page contains first access and user manuals, to facilitate filling out the forms. It is available on the MCTIC website and access is restricted to representatives of companies benefiting from the Law and of teaching and research institutes, previously registered.
 
Computer Law
 
The Informatics Law (Law nº 8.248/1991) is an instrument of industrial policy, created in the beginning of the 1990s to stimulate the competitiveness and technical qualification of Brazilian companies producing information technology, automation and telecommunications goods. The incentives provided by the law stimulated the hiring of human resources and the increase in the production of IT goods for consumption in the Brazilian market, for example.
 
By the end of last year, the Information Technology Law had benefited 673 companies, generating 135,000 direct jobs, 18,000 of which in research and development.
