The Ministry of Science, Technology and Innovation (MCTI) and the Ministry of Defense signed a joint decree, published on January 7 in the Official Gazette of the Union, establishing the Program for Research, Development and Innovation in Cyber Defense.
 
The ordinance that creates the program that aims to stimulate cyber defense actions as a civil support mechanism for the MCTI for the implementation of the National Defense Strategy, lists nine objectives:
 
“I – promote and carry out Research, Development and Innovation (R,D&I) in cyber defense technologies for the Federal Public Administration and for the national industry;
 
II – contribute to innovation in national industry in the areas of information systems security and cyber defense;
 
III – seek adherence and alignment of the projects developed within the scope of the Research, Development and Innovation Program in Cybernetic Defense with those developed by other bodies and entities, public or private;
 
IV – contribute to the planning, development and implementation of solutions for the protection of Brazilian cyberspace, considering the END and ENCTI; V – promote information, dissemination, advisory, training and support services on products and services aimed at Cyber Defense;
 
VI – promote interaction between research centers and institutes, universities, the productive sector and Information Technology (IT) infrastructure services, government agencies, and other entities that act in Cyber Defense;
 
VII – plan, promote and support the national training of human resources in the areas of Cyber Defense;
 
VIII – contribute to the defense of critical infrastructures and to the country's Cybersecurity effort;
 
IX – contribute to SEPIN/MCTI in the formulation of government policies in the areas of Information Systems Security and Cybernetic Defense.”
 
The physical infrastructure to support the program will be provided by the Cyber Defense Center – CDCiber, of the Army Command and linked to the Ministry of Defense, and by the Renato Archer Information Technology Center – CTI, of the Ministry of Science, Technology and Innovation. The creation of a collegiate advisory body for technical guidance is also planned, called the Technical Council for Information Systems Security and Cybernetic Defense (CT-SIDCiber).
