ABES, represented by Rodolfo Fücher, participated in a meeting on 11/29, at the transition office in Brasília, with astronaut Marcos Pontes, appointed to the Ministry of Science, Technology, Innovations and Communications, to discuss the agendas of the ICT for national development and digital transformation. In addition to ABES, representatives from Brasscom, Contic, Assespro Nacional, Federation of Brazilian Information Technology Companies, SindiTelebrasil and Fenainfo, important sector entities also attended the meeting held at the transition office in Brasília (DF).
 
This morning (6/12), the future minister met with representatives of various entities to initiate “direct contact between people who are in the day-to-day of science with political structures”. Among the participants were representatives of the Brazilian Academy of Sciences and the Brazilian Society for the Progress of Science (SBPC). Pontes said that he intends to recover the prestige of science and technology at this time of transition and over the next year, to increase the sector's resources during the government of Jair Bolsonaro.
 
 “[Science and technology] is strategic for the development of the country, as is education, and we need to have this prestige to give this return to society,” Pontes said. According to the future minister, this contact with representatives of the sector is extremely valuable for the new portfolio to work in a consensual way.
 
The ministry's mission, according to Pontes, is to produce knowledge and wealth for the country, for the development of new companies and startups, and the improvement of products and services for the population. For this, he explained that the relationship with other ministries is essential, as it is with the Ministry of Education (MEC).
 
According to Marcos Pontes, projects will be developed to introduce science and technology in primary and secondary education, to motivate young people for careers in the area. There was a discussion to transfer the management of higher education to the Ministry of Science and Technology, but Pontes confirmed that he will remain at the MEC. The National Council for Scientific and Technological Development (CNPQ) and the Coordination for the Improvement of Higher Education Personnel (Capes) also remain in separate folders, respectively in Science and Technology and Education.
 
The structure and secretaries that will compose the ministry are still being defined. Correios remains subordinate to the folder and, according to Pontes, the privatization of the company is not yet on the agenda.
 
Paris Agreement
 
The astronaut said that, like the Paris Agreement, to combat climate change, other international agreements will be studied and brought to the attention of Bolsonaro so that he can make decisions about Brazil's participation in these instances.
 
"We have, within the scientific community, a very large participation in studies and analysis of climate and the importance of sustainable development as a whole. All this information will be taken to the president. Of course, the president is the one who has decision-making power, but we have the obligation, let's say, working with science, to inform everything about these matters, including", he said.
 
The Paris Agreement was approved by 195 countries in 2015 and one of its main goals is to reduce the emission of greenhouse gases, in order to avoid global warming. In June of this year, the United States withdrew from the agreement by decision of President Donald Trump, who had promised to withdraw the country from the international pact during his presidential campaign.
 
Marcos Pontes also commented on the Brazilian government's decision to withdraw its candidacy to host the COP-25 (Conference of the Parties to the United Nations Climate Convention), aimed at negotiating the implementation of the Paris Agreement, which will take place from 11 to 22 November 2019. The withdrawal of the candidacy had the explicit support of the president-elect. For the astronaut, there are favorable points for holding the event in Brazil, but he said he respects Bolsonaro's position.
 
"From our point of view, from science and technology, there are favorable points for us to do this [conducting the COP-25], but of course the decision is always the president's, and we respect the decisions," he said.
 
Budget
 
For 2019, the total portfolio resources for the sector is R$ 3.75 billion, about 10% lower than this year. The ministry's budget, which reached nearly R$ 10 billion in 2013, has been falling over the last 5 years. In 2019, the resources provided for the National Council for Scientific and Technological Development (CNPq), the main research promotion agency in the country, could only guarantee the payment of scholarships until the month of September, according to technicians from the body.
