Data extracted from the Municipalities Panel, a tool of the Ministry of Economy, show that the digital solution already covers around 81% of the Brazilian population

More than 500 municipalities started using the Federal Government Procurement System (Compras.gov.br) in 2021. This adhesion was boosted by the publication of the Decree No. 10,024/2019, which established the mandatory use of the electronic auction in the execution of resources resulting from voluntary transfers from the Union. Municipalities Panel, a tool developed by the Ministry of Economy (ME).

In total, 3,106 cities already use the system, with 1,914 migrating to Compras.gov.br after the publication of the decree. "The use of Compras.gov.br by these municipalities reveals that more than 81% of the Brazilian population is already covered by the policy, which is very important, as public contracts are the basis for better services to citizens", says the secretary of Management of the Special Secretariat for Debureaucratization, Management and Digital Government of the ME, Cristiano Heckert. “We are promoting the digital transformation of public purchases throughout Brazil”, he adds.

Acre is the first Brazilian state to have 100% of adhesion of its municipalities to Compras.gov.br, as its 22 cities already use the system. In second place is Rondônia, where 49 of its 52 municipalities use Compras.gov.br, which represents 94.23%. Roraima is third, with 14 out of 15 municipalities – a percentage of 93,33%.

“It is vital to emphasize that the digital solution is available to all municipal administrations: it is not necessary to invest in its own tool”, explains Heckert. In the last 12 months, 30,482 trading sessions were carried out in the system, which reveals an average of 83.51 trading sessions carried out per day.

Trading sessions by city

In the Panel of Municipalities, it is also possible to analyze the ranking of municipalities with the most trading sessions on Compras.gov.br. Itaúna, a municipality in Minas Gerais with around 93,000 inhabitants located 86 kilometers from Belo Horizonte, is one of the highlights of the ministry's policy to encourage the use of Compras.gov.br by other entities of the Federation. In 2021, Itaúna was the third city with the most electronic auctions (453), only behind São Paulo and Rio de Janeiro, with respectively, 1,947 and 748 processes.
