Applications will run until the 28th of August and 100 projects will be awarded

The notice for the 2nd edition of the INOVApps Contest was published. The initiative is one of the actions of the National Creative Digital Content Policy and aims to support the development of applications for smartphones and connected digital TVs, boost the creation of new companies in the field and foster scientific and technological production in the area. "INOVApps is one of the several fronts on which the Ministry of Communications has worked to develop the Brazilian technology and application development market, stimulating the sector's growth", says Minister Ricardo Berzoini.

The novelty is that 100 projects will be awarded – double the first edition, held last year. Each of those selected will receive R$ 50,000, divided into two installments, which totals R$ 5 million in prize money. A maximum of 20 applications of the same theme will be awarded. "The expectation is that we receive even better application proposals, which can be useful for the citizen and for the public administration", highlights the coordinator of Special Projects of the Executive Secretariat of the Ministry of Communications, Wanessa Oliveira.

To register, interested parties must submit a written version of the project, the documentation required by the public notice, digitized and a video of up to 5 minutes in length containing a prototype of the application being presented. Applications can be made through the Ministry of Communications website until the 28/08.

Only the first 3,000 entries will pass to the next phases of the contest. After this limit, the projects submitted will be considered only for the INOVApps Proposal Database.

Apps must be new, original, and must be compatible with at least one of the following platforms: Android, iOS, Windowns Phone, and Middleware Ginga.

Brazilians who have been over 18 years old or naturalized for more than 10 years can compete, as well as structured companies (individual entrepreneurs, micro and small companies). Each bidder may only submit one proposal. In addition, the proposed apps must fit into one of the 15 themes proposed by the notice: 1) Education / Teaching; 2) Health; 3) Urban Mobility; 4) Public Security; 5) Accessibility / Human Rights; 6) Measuring the quality of services and public policies; 7) Social Assistance; 8) Culture; 9) Consumer rights and protection; 10) Improved management in the public sector; 11) Tourism and Major Events; 12) Treatment of public policy indicators (open data); 13) Social Participation; 14) Work and Income; 15) Environment.

The evaluations will be carried out by a Technical Committee and approved by a Management Committee. The Technical Committee will be composed of renowned experts in the themes of this notice and the Management Committee by representatives of the Ministry of Communications and the Support Center for Technological Development (CDT/UnB).

The Proposal Database has been reformulated in this edition. Now, all applications entered in the competition and that are not awarded will join the bank. The intention is to give visibility to all registered projects. "After the selection, we are going to get in touch with federal, state and municipal bodies and publicize these proposals in order to try to facilitate the development of more projects", explains Wanessa.
