The federal government will release R$ 1.5 billion to settle outstanding amounts payable by the Ministry of Science, Technology, Innovation and Communications. The announcement was made this Thursday (10) during a meeting of the National Council of Science and Technology (CCT) at Palácio do Planalto. According to Minister Gilberto Kassab, resources will also be released for the contracting of 101 projects selected for the second cycle of the National Institutes of Science and Technology (INCTs) program and for the last installment of the Universal Call launched in 2014 by the National Council for Scientific Development. and Technological (CNPq).

The minister explained that the budget allocation to settle pending issues of the entire federal government has been negotiated by the Ministries of Finance and Planning, Development and Management. "Taking advantage of the re-installation of the CCT, President Michel Temer has secured 1.5 billion for the MCTIC R$. This is very positive, and we hope that more resources may come, over the next few weeks or months, that will allow us to advance further. in the matter of outstanding payments."

The largest public notice in the history of the CNPq, the second cycle of the INCTs has R$ 654 million, divided between the federal government and 18 state research support foundations (FAPs). The 101 projects involve 8,738 researchers from 410 laboratories, in 26 states and the Federal District, in several areas of knowledge for the development of scientific and technological research in search of solutions to major national problems."The distribution of resources will be made in the next six years," said Kassab.

For the president of CNPq, Mário Neto Borges, it is a "state-of-the-art program" in Brazilian science. "The INCTs bring together the most qualified researchers in Brazil and allow the country to even establish international partnerships for fundraising, like the one we have already started to negotiate with the United Kingdom, through the Newton Fund", he said.

Universal call

Minister Gilberto Kassab also announced the release of R$ 68.8 million to settle the 2014 Universal Call, which included 5,529 projects with R$ 200 million. The payment of the last installment benefits 3,289 surveys.

In the opinion of the president of CNPq, this discharge complements the news of the continuity of the INCTs, because the Universal Call "deals with the base of researchers in Brazil", with the objective of democratizing the promotion of research in the country, by supporting projects in any area of knowledge. .

"Therefore, at the same time, the federal government releases resources for the top of the Brazilian science pyramid, in partnership with the FAPs, and so that the base continues to generate quality science, so that we can use technology and innovation as the main pillar for the sustainable development of Brazil."

From the 2014 public notice, R$ 50 million came from the CNPq budget and R$ 150 million from the FNDCT. According to Borges, the discharge allows "that we can announce the result of the selection of the projects of the Universal Call of 2016", launched in January, again with R$ 200 million for individual projects.

At the same meeting, the Ministry of Health and the Ministry of Science, Technology, Innovation and Communications (MCTIC) signed a cooperation agreement to stimulate the development of studies and new technological solutions in the health area. The theme will be the focus of a research program, with its own public notices. The objective is to expand the control of information through systems, increasing the efficiency and quality of care provided by the SUS.
 
Improving SUS information and implementing more modern systems is a priority for the Minister of Health, Ricardo Barros. “Our intention is to create a federal, state and municipal connectivity program for all health actions, in Primary Care, hospital and outpatient care, allowing absolute control over the application of resources, to provide more health care”.
 
Cooperation with the MCTIC will reinforce this goal of computerizing health care, such as the Citizen's Electronic Health Record (PEC), which has a deadline for implementation in all basic health units in the country by December 10, as reinforced the minister. This tool will allow the monitoring of patients' history, data and test results, real-time verification of the availability of medicines or even recording visits by health agents, improving service to citizens.
 
The interministerial decree will promote the opening of public notices for the development of research, through entities and specialists, in the main areas of health. Pilot projects and tools for integration and existing initiatives will be promoted.
 
According to the minister, the products developed through the partnership will generate more and new indicators for the management of SUS resources, for the formulation of public policies and for efficient decision-making, and also to qualify the information captured by the health information systems. The definition of the research will be done by a working group with the participation of representatives of the two ministries: Health and MCTIC. The group's bylaws will be prepared within 90 days from the publication of the ordinance.
 
The decree creating the research program was formalized by the ministers of Health, Ricardo Barros, and of Science, Technology and Innovation, Gilberto Kassab, during the plenary meeting of the National Council of Science and Technology. The act was attended by the President of the Republic, Michel Temer, who also signed ordinances for the release of resources to the National Institutes of Science and Technology Program (INCT).
TELEHEALTH – Also this Thursday, the Ministry of Health signed a Decentralized Execution Term (TED) transferring R$ 3 million to MCTIC, for the maintenance of the Telessaúde Brasil Redes program. The objective of the program is to optimize service to the population, connecting Primary Care professionals to specialists linked to reference institutions.
 
Telehealth brings several benefits, such as reducing risks, injuries and costs with patient displacements and removals, valuing and qualifying health professionals in the Unified Health System (SUS), encouraging the establishment of professionals in remote areas or areas that are difficult to access. , improvement of solvability in health care services, and social and digital inclusion.
 
The improvement of SUS information systems is one of the priorities already announced by the Minister of Health, Ricardo Barros. The objective is to integrate the control of actions, allowing the correct application of public resources and the provision of adequate data for the planning and execution of the sector's priorities. One of the most recent actions is the launch of the Citizen's Electronic Health Record.
 
For example, the e-Health project is also being developed, a set of actions that qualifies health management through electronic means, such as the Minimum Data Set (CMD), which will unify nine systems, the Electronic Health Record (RES) , the implementation of biometrics in the SUS and Telemedicine.
 
The Ministry of Health will still be the first agency of the federal public administration to use biometrics services. A partnership with the Superior Electoral Court (TSE) will provide greater security in the registration and access of citizens' information. The measure will help to prevent fraud. The project starts in services offered by primary care as of next year.
 
Another important advance is the adoption of the Electronic Information System (SEI), with modules and functionalities that promote efficiency in administration. Processes and documents will circulate only by electronic means within the scope of the Ministry of Health and related bodies. The system will evolve so that managers and citizens can follow the progress of the process and request information.
