Decree No. 7,903, of February 4, 2013, was published in the Federal Official Gazette, which establishes the application of preference margins in bids carried out within the federal public administration for the acquisition of information and communication technology equipment.

The decree specifies a margin of preference percentage of 15% for national products, such as digital routers, in wired or wireless networks and devices for transmitting or receiving voice, image or other data on a wired network. 

The intention is to promote the production of information technology items in the national territory and, consequently, bring social and economic development to the country. “Federal government IT purchases grew by 153% in the last five years. These are transactions that moved R$ 5.8 billion in 2012. It is more interesting to leave this capital here in Brazil”, said Delfino Natal de Souza, secretary of logistics and information technology at the Ministry of Planning. 

The decree also establishes an additional margin of preference of 10% in addition to the 15% already mentioned for national manufactured products that have been developed in the country, according to requirements and criteria defined in a joint act of the Ministers of Development, Industry and Foreign Trade and of Science, Technology and Innovation.
