Technical partnership uses concept of co-innovation to improve public processes

The state government and the business software company SAP signed, this Tuesday morning (7/4), via videoconference, a cooperation agreement, whose objective is to join efforts to improve the government's internal processes and, thus, deliver better services to the citizen.

The videoconference was attended by Governor Eduardo Leite and members of the Secretariat of Governance and Strategic Management (SGGE), Claudio Gastal, and the Secretariat of Planning, Budget and Management (Seplag), Leany Lemos. Led by SGGE, the initiative will also have support from the Project Development Office (EDP).

Leite thanked the partnership and collaboration of the company based in São Leopoldo. "We are very proud to have SAP in our state, it is a brand that I always cite as an example. Considering this period of social isolation, we need, more than ever, this investment in digital governance. The government does not have all the answers, so , we are looking for good examples and expertise in each sector", he highlighted.

SAP will be the Executive's technical partner in this initiative, which aims to promote the adoption of good practices in the preparation and management of projects in the public sector, aiming to improve the results of priority government actions. Over 12 months, SAP will conduct a series of activities based on the concept of co-innovation, in which innovation processes are characterized by being interactive and joint. The partnership will not cost the State.

"Although we are living through this period of health crisis, we have not set aside our development agenda, which seeks to transform the State into a more attractive environment for investors," stated Leite. For this, RS has been investing in reducing bureaucracy and reducing logistical and tax costs.

In the work plan, up to eight design thinking workshops are planned – two pilot sessions have already been held and focused on channels for citizen service and licensing. Up to six bimonthly mentoring meetings in the area of technological solutions, six guided visits to the SAP Labs Latin America research and development center, in São Leopoldo, and two meetings to evaluate results and continuity, one of which with the presence of the governor.

“At SAP we believe in the potential of technology to simplify processes and make services more accessible for companies and institutions. We will make available our research and development center associated with our technical team for the joint construction of proposals that improve the offer of public services. We believe in the potential of the sum of knowledge from the public and private sectors to solve problems that are common to all residents of Rio Grande do Sul”, explains Dennison John, President of SAP Labs Latin America.

At the end of the partnership, the State government is expected to have revised internal processes, in order to improve aspects such as agility, reliability and security. The follow-up and inspection of activities will be the responsibility of SGGE.

From the government side, the SGGE assistant secretary, Izabel Matte, and the EDP general director, Hiparcio Stoffel, also participated in the videoconference. For SAP, in addition to Dennison John, the company was represented by the Vice President of Corporate Affairs SAP Latin America and the Caribbean, Afonso Lamounier; and the president of SAP Brazil, Cristina Palmaka.
