The Government of the State of São Paulo, through Governor João Doria, presented on Wednesday (05/27) the São Paulo Traffic News for the reopening of sectors of the economy during the quarantine to confront the new coronavirus. As of June 1, hospital occupancy rates and case evolution in 17 regions of the state will define five restrictive levels of productive resumption, according to medical and epidemiological criteria so that the health system remains in full operation.

The plan was prepared by state authorities in tune with experts from the Coronavirus Contingency Center and the Extraordinary Economic Committee who work voluntarily in support of the State. The main axes of the five reopening phases were also discussed with mayors and representatives of several commercial and business associations.

ABES participated in the elaboration of protocols for the ICT sector, which include telecom companies, technical assistance and teleservices. "I have emphasized that ABES dialogues with the public authorities to contribute to the building a healthier, more digital and less unequal Brazil, presenting suggestions for measures to help mitigate the impacts that the entire Brazilian economy and society are facing, especially with regard to the liquidity of the private sector and the maintenance of jobs. The protocols consist of recommendations to guide the resumption of activities by the economic sectors most affected by the pandemic. The guidelines were reviewed by the Health Surveillance and are classified into guidelines of: social distance, communication, personal hygiene, cleaning and hygiene of the environment. 

About the SP Plan for conscious recovery

State regulations authorize city mayors to conduct and supervise the flexibilization of sectors according to the characteristics of local scenarios. The prerequisites for the resumption are adherence to state testing protocols and presentation of scientific grounds for the release of the activities authorized in the São Paulo Plan.

The five phases of the program range from the maximum level of restriction of non-essential activities (red) to steps identified as control (orange), easing (yellow), partial opening (green) and controlled normal (blue). The purpose of the classification is to ensure health care to the population and to ensure that the spread of the coronavirus at safe levels to modulate the isolation actions.

The scale will be applied to 17 different regions of the São Paulo territory, according to the scope of the DRSs (Regional Health Departments), which are subordinate to the State Department of Health. It is the DRSs that determine the service capacity, patient transfers and relocation of infirmary and ICU vacancies in the municipalities.

With the exception of the capital, all the municipalities of Greater São Paulo and also Baixada Santista and Registro remain in the red phase and will not have any change in the quarantine in force since March 24th. In the three regions, the health system is pressured by high rates of ICU occupancy and the advance of confirmed cases of patients with coronavirus.
