ABES announces that it will carry out research on promotion and innovation

Held on September 15, 2016, at the WTC in São Paulo, the 6th edition of the ABES Software Conference had a wide program and included, in the afternoon activities, the presence of representatives of the federal government and BNDES who spoke about the role of the public sector as an inducer of the development of the IT sector, innovation and purchaser of new technologies for the implementation of e-government.

Wagner Araujo, Director of Digital Government at the Information Technology Secretariat of the Ministry of Planning (MP), highlighted that government purchases are decentralized and the Information Technology Resource Management System has around 220 bodies, a factor that shows the complexity of integrating solutions, given the different needs of each area. However, Araujo reiterated that the main objective must be to improve public services for citizens and increase transparency.

In his presentation, he showed data that point out that Brazil still has a lot to do in eGov because, according to the UN ranking, the country is in 6th place in Latin America in electronic government, in a study that evaluates human capital, telecommunications and online public services. The MP's goal is to create a digital citizenship platform that guarantees lower operating costs and greater trust in the government, among other economic, social and political benefits. “We have presented the new concepts to government agencies and we hope that companies and civil society will present suggestions for advancing in the Brazilian digital government”, he concluded.

Rafael Moreira, director of the Secretariat for Innovative Technologies and New Business at the MDIC – Ministry of Development, Industry and Foreign Trade, participated in the panel on fostering innovation, talking about the difficulty of the economic approach in relation to industry 4.0, since there is no horizontal integration of distinct areas with high added value: ICT, production technology, electronics, logistics, among others. “The Brazilian industry needs to raise its level of competitiveness. We need public policies for companies to invest in RD&I to become more efficient and agile in innovation”.

The development programs were addressed by Irecê Fraga Kauss Loureiro, IT and Communication director at BNDES, who gave a brief history of Prosoft, which in 10 years carried out 196 operations and totaled R$ 5.4 billion, and highlighted the MSME credit line Innovative, which, although not exclusive, is suitable for the IT sector and in which ABES is a partner. “We are finalizing a study on IoT, which we should publish in November,” he said. The executive also regretted the low participation of other sources of funding: “BNDES is able to support the needs of IT companies, but this is not reality in other financing agents”. She also commented that the arrival of Maria Silvia Bastos Marques as president of the bank has encouraged the agency to review its funding lines in order to improve them.

The panel moderator, Jamile Sabatini Marques, director of Innovation and Development at ABES, announced that ABES will carry out a survey to detect the financing needs of the associates. “It is very important that companies pay special attention to this initiative”. The beginning of the research will be detailed soon in the article on the association's portal.
