Citizen identification project will be implementedin 2017

 

The federal government intends to use biometrics to identify citizens when they request information from public administration databases or a digital public service. The project, which should be implemented in 2017, aims to reduce costs, improve service to society and improve social programs. The new identification model will be developed in a partnership between the Ministry of Planning, Development and Management (MP) and the Superior Electoral Court (TSE).
 
“We started talks with the TSE to use the available biometric base. We want to incorporate the security of this form of recognition into government processes. We are going to improve the identification of the citizen to improve the social programs”, said the secretary of Information Technology of the MP, Marcelo Pagotti. According to the secretary, the measure will simplify and make the use of public services by mobile devices, such as cell phones and tablets, safer.
 
To start the project, the government will test, at the beginning of next year, the new form of identification in the Electronic Information System (SEI). After the pilot with civil servants, biometrics will be tested in social programs. “As soon as the government's digital services are made available, we will incorporate the possibility of biometric identification”, explains Pagotti.
 
SEI is an electronic process solution that can be used by any public institution, regardless of size and area of activity. The use of the software reduces expenses with paper, printing, office supplies, transportation and postage services. The solution is provided free of charge to the bodies of the Federal Executive Branch. According to Decree nº 8.539/2015, federal agencies must implement an electronic process solution by October 2017.
