Finep, a federal public company linked to the Ministry of Science, Technology and Innovation (MCTI), the Ministry of Economy (ME) and the National School of Public Administration (Enap) presented, on 8/2, the public call "AI Solutions Public Power - Round 1“, with the availability of R$ 36 million to support 12 technological challenges from three public entities: National Supplementary Health Agency (ANS), National Health Surveillance Agency (Anvisa) and Ministry of Agriculture, Livestock and Supply (Mapa).

Proposals must be submitted by startups, and the best projects presented for each technological challenge will be supported, having as a requirement the generation of positive impacts on the quality and cost of public services provided. The economic subsidy resources (non-refundable) are from the National Fund for Scientific and Technological Development (FNDCT). Proposals in which Science and Technology Institutes participate as partners may be better evaluated.

Artificial Intelligence (AI) is the technology that simulates, through computational algorithms, advanced mechanisms of cognition and decision support based on large volumes of information. Its operation is based on other technologies, such as machine Llearning, which consists of pattern recognition from the analysis of large data sets, allowing the construction of results autonomously.

As examples of some of the technological challenges to be supported, the following can be cited:

– By ANS : Use of AI to analyze digital complaints from customers of healthcare operators. Problem: More than 70,000 user complaint response documents were prepared by 50 analysts in 2021. Expected result: Achieve 75% of complaints evaluated through automatic analysis;

– By Anvisa: IA for the evaluation of business authorizations. Problem: More than 30,000 business authorization requests are made per year and need to be analyzed. Expected Result: Reduction of at least 75% in average order completion time;

– By the Map: Use of AI for data analysis and fishermen certification documents. Problem: The work of certification of fishery products requires a lot of operational work and consultation with a large set of bases. Expected results: reduction of parsing time in 99%; automation of the process of issuing the Certificate of Accreditation of Legal Origin (CAOL) in 90%.

The amount requested in each proposal varies according to the technological challenge, with the maximum amount per project being R$ 3.6 million. A financial contribution will be required from startups, with a minimum of 1% of the amount claimed.

Also in August 2022, another call will be opened to select technological challenges that will make up the second round. Federal public entities that have technological challenges that can be solved through AI may participate. Challenges selected in the second half of 2022 will accept proposals from December this year.
