Public notice seeks innovative products, processes and services focused on challenges such as reducing violence against women and queues at health facilities


FAPESP and Finep will allocate R$ 20 million in non-reimbursable resources to support the development, in small companies of São Paulo, of innovative products, processes and services that can be adopted by public administration bodies. The funds are reserved for a call for proposals that lists technological challenges in ten areas, such as the environment, social assistance, housing, health, education and social security.

The call for proposals was launched on February 22, 2019, through the PIPE/PAPPE Grant program. The public notice aims to attract startups (micro-companies, small companies or small companies) that have conducted research in the past that resulted in new technologies, processes or products financed in phases 1 and 2 of the PIPE (Innovative Research in Small Businesses) or equivalent projects conducted with own resources or other sources.

The host companies of the proposed projects must be from the State of São Paulo, employ up to 250 employees and be incorporated and active for at least 12 months before the public notice is issued. There must also be a researcher responsible for the project.

According to the PIPE rules, however, an academic master's or doctoral degree is not an essential requirement for the researcher. He can be one of the company's partners or an employee, with a minimum dedication of 30 hours per week to the project.

The selected startups will receive support for the so-called phase 3 of the PIPE, in which the solutions resulting from previous research can be effectively placed on the market. Support for each selected project will be up to R$ 1.5 million over 24 months.

PIPE was launched by the Fundação de Amparo à Pesquisa do Estado de São Paulo in 1997 and is intended to support the development of innovative research, to be carried out in small companies based in the State of São Paulo, on important problems in science and technology that have high potential for commercial or social returns.

The Business Research Support Program - PAPPE is an initiative of the Ministry of Science, Technology, Innovations and Communications - MCTIC, carried out by the Financier of Innovation and Research - FINEP in partnership with the State Research Support Foundations - FAPs, which seeks to finance Research and Development (R&D) activities for innovative products and processes undertaken by researchers who work directly or in cooperation with technology-based companies.

In the public notice that will be launched today by FAPESP and Finep, the technological challenges must be considered by the startups when presenting their projects. In legal matters, for example, the challenge involves the use of new technologies in the management of conciliation and mediation procedures.

In social assistance, the search is for projects that employ technological solutions to reduce violence against women and children, for example. Monitoring permanent protection areas, mitigating queues at health facilities, transparency and efficiency in the use of public resources and universal access to physical and sports activities are other examples of challenges listed in the public notice.
