Through a decree by the governor of Espírito Santo, Renato Casagrande, the new State Information and Communication Technology Policy (Peti) was established, with the aim of expanding e-government activities and improving the efficiency of public services. 
 
Peti provides for the preparation of the Information Technology Master Plan (PDTI) to establish the priority of IT projects for the State Government's strategic planning and creates rules for service provision, procurement process and contract management, project approval , information security, development of ICT skills and use of free software.
 
The new policy also establishes the creation of the Superior Council for Information and Communication Technology (CSTI), responsible for approving the PDTI and establishing guidelines for the use of ICT resources and services in the state public administration.
 
"The State Government has consolidated the role of executing the Executive Branch's corporate IT systems and services. This is essential for us to be able to leverage projects aimed at electronic government", assesses the president of the Institute of Information and Communication Technology of the State of Espírito Santo (Prodest), Victor Murad Filho. 
 
The ABES assessment
 
For the legal director of the Brazilian Association of Software Companies (ABES), Manoel Antônio dos Santos, the legal text was well constructed, “especially when defining how State bodies should make use of free software, adopting a very realistic and 100% policy aligned with the procedure that ABES considers correct”. 
 
According to Peti, “the adoption of free software, when it presents greater efficiency and cost-effectiveness, in the same way as for other types of software, must consider the characteristics and requirements compatible with those adopted for the standardization of technologies by the Government”. Furthermore, the decree makes it clear that “for the adoption of the use of free software, a prior cost-benefit analysis is recommended, considering not only the cost of licenses, but the total cost of adopting the software solution (including customization, implementation, training, support, among other factors)”.
