Sectoral manifesto warns of the risk of legal uncertainty
 
Legal uncertainty, increased costs and breach of isonomy between services are among the consequences pointed out by ABES and other ICT entities, in a manifesto released this week, to prevent Congress from overturning the veto of article nº 52/16 of the Bill of Reform of Complementary Law No. 386/12, which provides for the ISS. “We are carrying out clarification work, as we need to reduce the complexity and tax burden of the Services Sector, which employs the most people in Brazil”, emphasizes Francisco Camargo, president of ABES.
 
“The overthrow of the Veto will reduce the potential for growth in income and employment in the services sector and will represent an impediment to the expansion of activities to the benefit of consumers located in geographic areas that are still underserved”, says the document. 
 
In addition to maintaining the Presidential Veto, the entities defend the referral of the discussion on the challenges of sharing the resources collected among municipalities to the relevant forum, highlighting the urgency of tax reform. “We defend, therefore, a solution that does not imply an increase in the already high burden on the taxpayer and in respect for the principle of legal certainty with clear rules and attached to the Constitutional Tax System”, concludes the Manifesto, which can be accessed here.
