In this exclusive interview for Portal ABES, Vanda Scartezini, director of the entity and consultant for Polo Consultores, takes stock of the advances of Digital Mercosur, an international cooperation project between the European Union and Mercosur, developed within the scope of the Specialized Meeting on Science and Technology of Mercosur (RECyT), which started in June 2008 and ends this year. “9.6 million euros were invested in these years. We can say that the balance of the legal and infrastructure frameworks were important results of this project”, he highlights. The European Union is involved in the project, coordinated by Spain, in addition to Argentina, Paraguay, Uruguay and Brazil, which coordinated in the region.
 
Among other relevant achievements, Vanda also highlights the physical and knowledge implementation of the Root Certification Authority in Paraguay (public key – digital signature), Implementation of Infrastructure for the Root Certification Authority of Uruguay, Implementation of the Time Seal Infrastructure in Argentina and Uruguay. Also noteworthy was the creation of the Mercosul Virtual School, the Arandu Network and other advanced networks, the Manual of Good Electronic Commerce Practices for SMEs, and the carrying out of studies and diagnosis of Electronic Commerce and Business via the cross-border Internet, the studies of the most suitable for e-commerce in Mercosur and training and capacity building for SMEs to promote cross-border e-commerce.
 
For the executive, Mercosul Digital will benefit all sectors of the Brazilian economy, which are already or will enter electronic commerce, whether B2B or B2C. “This is because the general objective of the project was to create conditions and promote electronic commerce between Mercosur countries and between them and those of the European Union”.
 
“It is now necessary to put into practice the knowledge acquired and take advantage of the structure in place. This became clear at the end of the presentation I made in Brasília to the federal government on September 10th”, he concludes. This lecture was part of a cycle of events, which also reached class associations and SMEs in the 4 Mercosur countries, to provide a vision of Electronic Commerce and its legal frameworks in the participating countries and to present to interested parties the methodologies and strategies for the promotion of companies with export potential.
