Information technology purchases and services contracted by the federal government moved R$ 5.84 billion in 2012. Together, the ministries of Education, Finance and Defense account for 78% of this total, with investments of R$ 1.7 billion, R$ 379 million and R$ 260.6 million, respectively. The numbers are from the federal government purchase balance, made with data from the Comprasnet Portal, a site managed by the Ministry of Planning that brings together all purchases made by direct, municipal and functional administration bodies.

“Only for the purchase of educational tablets, the Ministry of Education handled R$ 333 million through the National Educational Technology Program (ProInfo). They are information technology equipment that can impact the Basic Education Development Index (Ideb)”, highlighted Delfino Natal de Souza, secretary of logistics and information technology at the Ministry of Planning.

Computers were the IT items most purchased by the federal government in 2012, moving a total of R$ 662.4 million. As for IT services contracted by the government, the biggest expense, involving a total of 105.6 million, was with software development.

Of the total spent on IT purchases, R$ 2.97 billion were made through bidding and R$ 2.87 billion were due to waiver/non-enforceability of bidding. Around 90% of the IT services contracted with waiver of bidding were carried out with the Technology and Information Company of the Ministry of Social Security (Datraprev) and the Federal Data Processing Service (Serpro), as regulated by Law nº 8.666/93.
