Documents sent to MCTIC bring together consensus among the academic, business and third sector

 

Taking into account the contributions received in the public consultation process, through the online platform and the public hearing, the Brazilian Internet Management Committee (CGI.br) sent last Friday (15) to the Ministry of Science, Tecnologia, Inovações e Comunicações (MCTIC) its recommendations for the improvement of the Internet governance structure in Brazil. The process of obtaining a multisectoral consensus is based on documents approved by the business sectors, the third sector and the scientific and technological community, available for consultation on the website (consulta.cgi.br), as well as the report of the public consultation process carried out within the scope of the CGI.br.
 
Among the consensuses identified are the permanence of multisectoralism, the expansion of spaces for participation in Internet governance processes, the commitment and strengthening of transparency and accountability processes, the construction of consensus as an operating rule in all decision-making bodies, the total respect to the current mandates in force at CGI.br, as well as the responsibilities of CGI.br and the Information and Coordination Center of Ponto BR (NIC.br).
 
The sectors also recommend that the structure of CGI.br be modified to a hierarchical model in three layers, around the four sectors (public sector, business sector, third sector, scientific and technological community), which will be organized around their own grassroots communities, responsible for identifying issues of interest in the sector and guiding the actions of the respective higher bodies; and also in Sectoral Councils, responsible for coordinating the work of the respective constituent communities. The CGI.br plenary, in this way, would interact directly with its constituent communities and its sectorial instances, enabling the debate and policy proposals that can also be forwarded individually, sectorally and/or collectively.
 
"With the significant participation of society through public consultation, today we have a broad and significant consensus to improve the structure of Internet governance in Brazil, including more actors in the process. This is a very important milestone and we are pleased to seek to improve the current model and contribute to the future of the Internet in the country", considers Hartmut Glaser, executive secretary of CGI.br.
 
Also in accordance with the recommendation of representatives of civil society, CGI.br itself should be responsible for developing, over the course of twelve months, a broad, multisectoral and participatory process, through which a transition proposal will be prepared, with the detailing the functioning of each sector, the organization and composition of the constituent communities, as well as the representation and eligibility rules for the different components of the new structure.

Held from September 11 to November 19, the CGI.br public consultation received more than 790 contributions, including those submitted through the online platform and those presented during the public hearing at the VII Internet Forum in Brazil, which took place in Rio de Janeiro on the 17th of November.
