The Civil House, the National Institute of Information Technology (ITI) and the Superior Electoral Court (TSE) signed an agreement this Tuesday (7th) to improve the security of digital certification. The agreement provides for the exchange of biometric information with the TSE and technical support in certification authorities by the ITI.
 
The chief minister of the Civil House, Eliseu Padilha, the president of the TSE, Gilmar Mendes, and the president of the ITI, Gastão Ramos, signed the partnership.
 
The ITI, an autarchy linked to the Civil House, will assist the TSE in improving the certifying authority of electronic voting machines and in the eventual implementation of digital certification in the Electoral Justice. On the other hand, it will have access to the voters' biometric database to validate digital certificates required by citizens.
 
“In this consultation, we will be able to make sure that our digital certificates will increasingly have authenticity and security”, explained the president of ITI, Gastão Ramos.
 
The ICP-Brasil digital certificate works as a citizen's virtual identity, for electronic document signatures or internet transactions, for example.
 
According to Gastão Ramos, the percentage of fraud in the issuance of digital certificates dropped from 0.0073% to 0.0024% when the fingerprint of applicants began to be collected. According to him, security tends to increase even more with the validation of biometrics with the TSE database.
 
For Minister Eliseu Padilha, the agreement signed is yet another digital governance action that brings benefits to Brazilian citizens.
 
“This is another of the actions that, in partnership, the Electoral Justice and the Executive Power are carrying out to modernize public management and make the provision of public services more efficient, which will result in less cost for the Brazilian citizen”, he said.
 
In the assessment of Minister Gilmar Mendes, the improvement of digital certification is essential to improve the security, credibility and transparency of the Electoral Justice. “This is certainly a valuable contribution to guaranteeing the transparency and legitimacy of the electoral process,” he said.
