It is scheduled for July 2018 to start making the DNI (National Identity Document) available, a digital identity valid throughout the Brazilian territory whose proposal is to unify documents such as RG, CPF and voter registration. The identification can be obtained in a process that includes registration in the free application "DNI" on the Android and iOS platforms and biometric identification in service stations of the TRE (Regional Electoral Court). With all validations completed, it will be possible to load it into the memory of a cell phone or tablet, eliminating the need for paper records.
 
The initiative demonstrates how much Brazil has advanced in the field of digital certifications and indicates a possible path of less bureaucracy and efficiency combined with technology. On the other hand, the new document has not escaped criticism, the main ones being those that raise doubts about the privacy of information and the costs embedded in the system. The two impressions have their coherence, but they must be analyzed carefully.
 
The DNI will have several security aspects to prevent fraud. The document is password protected and it is not possible to save it in the application. There is also no link with the cell phone chip, and the information is not in the device's memory (Internet connection is required). There will also be a watermark next to and below the photograph, changeable at each access to the application, which will allow you to check the date and time the document was opened. This measure seeks to prevent third-party screen prints from being used as identification fraud. In case of loss of the cell phone, the citizen can request the untying of the document and request the qualification in another cell phone at the service point.
 
The DNI identifies the citizen to other humans, but does not sign documents. To sign documents with legal value, the citizen needs a digital certificate (type e-CPF) that can also be installed on the cell phone. They are complementary proposals.
 
This digital certificate has a private key that identifies the citizen for the purpose of accessing government services and signing documents. The access process and the digital signature portals for documents are encrypted. These documents in their native form are not readable by humans, as everything is encrypted. For that, it is necessary to use a document reader / signer software that shows the signatures, such as Adobe Reader, or a signature portal.
 
Since the implementation of the Brazilian digital certificate system (ICP-Brasil) in 2001, in our country there is no record of theft of private certificate keys, as has already happened in European countries and the United States. This is due to the high technological rigidity imposed by the government. With the concern of always being one step ahead and prepared for the evolution of hackers, in 2012 we already changed our encryption standard from 1024 to 2048 bits and today we use advanced techniques such as georeferenced marking (which uses a GPS to issue certificates, in to combat fraud) in the process of identifying the Digital Certificate holder.
The equipment of Brazilian digital certificates (cards, tokens, readers, etc ...) are certified by Inmetro, with strict rules. The systems involved in the issue and use are approved by the ITI National Institute of Information Technology (linked to the Civil House). Such a concern with security is often reflected in costs (mainly because expensive face-to-face validations are also required before issuing a digital document), which are essential to make these records reliable.
 
As dematerialization grows, digital certifications and digital identities are of fundamental importance.
