Developed by Fidelity Mobile licensed to the Legislative Assembly of Mato Grosso (ALMT), the application brings disruptive technologies developed that enhance engagement, collaboration, and interaction between citizens, the environment and the government.
Imagine if citizens could interact directly with each deputy and present their social demands and concerns at no cost, without barriers, without intermediaries? The Legislative Assembly of the State of Mato Grosso (ALMT) made this possible through the app Interactive ALMT, developed by Fidelity Mobile for Android, iOS and Windows Phone platforms, available in Portuguese, English and Spanish. The app aims to transform the way citizens interact and collaborate with government.
When developing the app Interactive ALMT, Fidelity Mobile sought to go beyond the creation of a mere information channel for the citizen and sought to transform it into a true means of communication, collaboration, interaction and social engagement. It is the only government application in the world that allows citizens to speak directly with their deputy and the legislative assembly at no cost, or chat with other users through a chat similar to online messaging services known on the market. “We didn't want to create an application to be just a reproduction of the Official Gazette, but, above all, to offer a truly citizen technology”, says Valdemar Mendonça, Director of Research, Development and Innovation at Fidelity Mobile.
Disruptive Technologies
Behind the app, there is an innovation project approved with scientific merit by Fidelity Mobile in the TECNOVA program, managed by the Financier of Studies and Projects (FINEP) and the Fundação de Amparo à Pesquisa do Mato Grosso (FAPEMAT). This project generated unprecedented disruptive technologies in the world:
- Chat Deputy + Chat Citizen: It is a real-time conversation or chat tool with the same features as instant messenger traditional ones, such as Whatsapp, which makes it possible to send text messages, files, from citizens to deputies and the assembly. In order to meet the requirements of the Constitution and the Civil Rights Framework for the Internet, every user registers before using this service;
- Web Chat: System for handling the interactions of Chat Deputado through the intranet integrated into the app. Through it, the deputy's office and the sectors of the legislative assembly can provide assistance to all citizens;
- Functions without and with internet: All application services can be used without internet via SMS at no cost to the citizen;
- Offline Functions: the app allows browsing without internet, without bugs, overcoming one of the major problems of the current application ecosystem since the vast majority of apps on the world market require a constant internet connection to perform simple functions such as opening, browsing, accessing menus.
- Gamification: inserted into the app with the aim of encouraging young people to engage in political issues. By interacting with the app, citizens earn points, climb the rankings, win trophies and compete for the title of collaborative citizen.
These technologies were designed to ensure communication and engagement between civil society and the Legislative Power at all times. On the one hand, it makes it possible for the citizen to speak with the deputy regardless of the availability of data signal or WiFi. On the other hand, it simplifies the management of this interaction by the deputy's office and the Legislative Assembly, through a tool that avoids the formation of a queue of open interactions.
