In a joint action, the National Association for Research and Development of Innovative Companies (Anpei) and the Ministry of Science, Technology, Innovation and Communications (MCTIC) launched the first edition of the Lei do Bem Guide on October 31, in Belo Horizonte ( MG), during the 16th Anpei Innovation Conference.
 
The launch of the Guide was attended by Álvaro Prata, Secretary of Technological Development and Innovation at MCTIC; by the leader of the Lei do Bem GT of the Anpei Innovation Promotion Committee and specialist in institutional relations and social opportunity at Totvs, Isabela Dias, and by the deputy leader of the Lei do Bem GT and engineer at Vale, Geraldo Barbosa.
 
According to Isabela Dias, the purpose of the publication is to guide companies that benefit from the Lei do Bem on rules and forms of technical evaluation, with the intention of standardizing concepts and providing greater legal certainty to those involved. Another purpose of the initiative is to increase trust and predictability in the process of using the Law.
 
The Guide presents concepts used in the RD&I area, good practices applied by companies, examples and guidelines for filling out the form for information on technological research activities and development of technological innovation in companies (FORMP&D).
 
According to research carried out by MCTIC and analyzed by Anpei, in the last five years, Lei do Bem has made it possible to implement 15 new research and development centers in Brazil, enabling the emergence of more than 20,000 new products or incremental innovations.
 
However, just over a thousand companies (in view of the 17 million active companies in the country) take advantage of this incentive, which corresponds to 0.007% of registered companies.
 
For the leaders of the Lei do Bem GT, the most alarming fact is that only 2.5% of the index of companies with an innovative profile make use of this benefit. That is, only one in 40 companies with potential uses the incentive.
 
“This is an initiative that carries great responsibility, as it also aims to increase the number of companies that use this benefit,” said Isabela.
 
“The Lei do Bem Guide incorporates legal, theoretical and practical contexts, and presents examples of projects that fall into research, development and innovation activities and that are liable to meet the requirements for enjoying the benefits provided for in the Lei do Bem”, said Secretary Álvaro Prata. “This work was prepared by Anpei in partnership with MCTIC and had the collective collaboration of representatives of companies of different sizes, consultancies, development agencies and government bodies”, concluded Geraldo.
