National Data Protection Authority (ANPD) published the notice for participation in the Experimental Regulatory Environment Pilot (Sandbox) in Artificial Intelligence and Data Protection. Registration can be made between 06/27 and 08/10/2025, through the electronic address sandbox@anpd.gov.br, with the subject “Registration – AI AND DATA PROTECTION REGULATORY SANDBOX”.
The Regulatory Sandbox is an initiative in which the Authority oversees the development and testing process of artificial intelligence system projects, aiming to experiment with techniques, technologies, or innovative business models. In this pilot edition, the Authority encourages the submission of innovative projects that promote algorithmic transparency.
To participate, you must be a legal entity under public or private law, possess the technical and economic capacity, be able to develop the proposed project, and not be prohibited from participating in bidding processes or entering into contracts with the Federal Public Administration. Please note that participation is voluntary and free of charge and does not grant any right to establish a relationship with the Administration nor does it guarantee any compensation from either party. The ANPD will not provide technical or financial resources.
The sandbox will run until December 2026 and will have three selected participants. The first stage consists of selection, and the second involves participation in the experimental environment. This, in turn, is divided into project leveling, testing, and evaluation. Approval in the first stage is a prerequisite for participation in the second.
The projects will be evaluated by a committee formed by ANPD employees based on the following criteria: (i) involvement of personal data processing activities, development of innovative artificial intelligence systems, (ii) already being in the development stage, (iii) promotion of algorithmic transparency, processes, products and technological services and (iv) presenting positive impacts for society.
The final list of approved candidates will be published from 10/02/2025.
