The special commission that analyzes Bill 8456/17, which provides for the end of payroll tax relief for most sectors currently benefiting, including information technology, teleservice ("call center”), hotel, retail and some industrial segments, such as clothing, footwear and automobiles, held a new public hearing on the subject this Wednesday (22/11/2017).

The bill, authored by the Executive, has practically the same content as Provisional Measure 774, which was eventually revoked, and provides that companies will once again contribute to the payroll, at a rate of 20%. The proposal's rapporteur is Deputy Orlando Silva (PCdoB-SP).


The president of ABES, Francisco Camargo, and the legal director of the entity, Dr. Manoel Antonio dos Santos, met before the audience with Deputy Renato Molling (PP-RS), who heads the commission, to talk about the representativeness of the association, the numbers of the Brazilian ICT sector and national and global trends in the segment.

In his participation in the hearing, Dr. Manoel emphasized that the “term exemption does not apply to the IT sector, which did not contribute a single penny to the generation of a deficit in the collection of social contributions, alleged by the Federal Revenue”, for having generated new vacancies, promoting the formalization of the labor market. work, with more people being hired under the CLT regime, and the collection of other taxes, such as INSS and FGTS, increased.

For ABES, in light of the ongoing debate, the ideal is the peaceful coexistence of the two contribution models: the CPRB (Social Security Contribution on Gross Revenue) and the CPFP (Social Security Contribution on the Payroll), so that the companies choose the one that best suits them. In this way, the government would respect the diversity of the IT sector and preserve the growth of companies and jobs, in view of the risk of losing jobs to other countries, given that the increase in the tax burden will impact the cost of labor. workforce in the Brazilian market.
