The legal director of ABES, Manoel Antonio dos Santos, participated on May 22, in the public hearing to debate the Complementary Law Project 366/2013 – Reform of Complementary Law nº 116/2013, which instituted the Tax on Services (ISS) , authored by Senator Romero Jucá (PMDB/RR) and which is currently awaiting the opinion of Deputy Guilherme Campos (PSD/SP) at the Commission for Industry and Commerce Development (CDEIC) of the Chamber of Deputies.
 
At the hearing presided over by Guilherme Campos, Santos highlighted the conflicts that may occur when there are several municipalities involved in the provision of service (where it was provided, where the provider is from and where the service taker is from) and proposed changes in several paragraphs of the Project of Law. For the jurist, it would also be necessary to present a Constitutional Amendment Project (PEC), modifying articles 155 and 156 of the Constitution. The proposal is to remove communication services from the competence of the States, with taxes on goods remaining, and to generalize the collection of taxes on all services, with the application of a list of exceptions in relation to those services that should be excluded from taxation.
 
Also present were Edison João Costa, president of the National Association of Credit and Correspondent Companies in the Country (ANEPS); Marcos de Barros Cruz, representative of the Brazilian Association of Finance Secretaries of Capitals (ABRASF), and Luciano Garcia Miguel, director of the Tax Consultancy of the São Paulo State Treasury Department.
