Legal director Manoel dos Santos criticized the repayment

The legal director of ABES, Manoel Antonio dos Santos, participated on June 6, together with representatives from another seven sectors, in the public hearing of the Mixed Commission of MP 774/2017, published on March 31, which determines changes in the social security contribution on gross revenue (CPRB) and amends Law No. 12,546, of December 14, 2011.

With the new rule, technology companies, among other sectors, will once again contribute to the payroll, with a rate of 20%. According to Manoel dos Santos, the increase in the rate should generate unemployment and increase costs in products and services and, consequently, reduce investments in innovation by Brazilian companies, further reducing national competitiveness.

Santos highlighted that the IT sector achieved all the established objectives, when the payroll tax relief project was launched. He explained that the analysis should not only look at the aspect of increasing or decreasing the employer's social security contribution, as companies in the sector generated more than 130 thousand jobs, leveraged the collection of IR, FGTS and other social contributions.

The ABES director also reiterated that there was an increase in the formalization of labor and in companies' investments in staff training. “The continuous Brazilian changes in tax matters strengthen the disbelief of businessmen in government policies, reducing the investment perspectives, so necessary for the resumption of Brazil's development”, he concluded.
