Vanda Scartezini and Paulo Roque will represent the entity

With the growing international presence of several member companies, ABES will send two representatives to participate, on October 22, at ICANN (the entity that regulates the global internet), which will hold its fourth High Level Government Meeting (HLGM) in Barcelona , in Spain, during ICANN63.

ABES will be represented by engineer Vanda Scartezini, director and counselor who has been involved in global internet governance for some time, and engineer Paulo Milliet Roque, vice president of the entity and member of the deliberative council of ABES.

“The most relevant technical issue will be the result of the Key Rollover that should take place this month and for which everyone should be prepared. We take the opportunity to advance the main issues that will be dealt with and in which we will be involved", highlights Vanda.

Check out the following topics:

a) ICANN's high-level meeting of Governments takes place every two years and will take place in Barcelona. They are Ministers and high-ranking representatives from 150 countries, plus the leaders of intergovernmental organizations, to discuss technical, legal and geopolitical challenges in this connected and constantly changing world.

b) The most relevant technical issue will be the result of the Key Rollover that must take place on October 11, 2018 and for which everyone must be prepared. For the convenience of ABES members, here is the link to the Manual in English on “What to expect from the Key Rollover” – important reading for all ISPs - Internet Service Providers, as well as all companies so that they are not surprised by the risk of being blocked. Each company must find out and ensure that their ISP (Internet Service Provider) will be prepared.

KEY Rollover Manual in English

After the start of the Root KSK (Root Key Signing Key) replacement, currently planned for October 11, 2018, a very small percentage of Internet users is expected to have problems resolving some domain names. There are currently a small number of Domain Name System Security Extensions (DNSSEC) that validate recursive resolvers that are misconfigured, and some of the users who rely on these resolvers will experience issues. This document in English describes which users will see issues and, among them, what types of issues they will see at various times, of which we highlight the following points:

  • Users who rely on a resolver that has the new KSK will not see any rollover effects.
  • If all user resolvers don't have the new KSK in their trust anchor configuration, the user will likely start to see the effects sometime in the 48 hours after the rollover happens.
  • It is impossible to predict when operators of affected resolvers will notice that validation is failing for them.
  • Data analysis suggests that more than 99% of the users whose resolvers are validating will not be affected by the KSK rollover.

c) Regarding the preparation for the new round of new gTLDs (Generic Top-Level Domain) of which we are active members, the working group is releasing the first general working report of the 4 core groups and there will be intensive discussion on these recommendations in sessions open to participants during the week.

d) Likewise, another relevant activity of which we are also effective members is the Auction Proceeds, which proposes the structuring of the way in which we will use the 230 million dollars, resulting from the Auctions of the new TLDs of the first round, which began in 2012, to support new projects around the world, within ICANN's mission. Here, too, the first report with the initial recommendations will be discussed with the public.

e) A third and fourth issue, of which we are also full members, is the systematic reviews of the organizations that make up ICANN: We are currently participating as an active member in the review of the Special Committee that selects and elects the Board members and leaders of the leading support organizations and advisory groups, NOMCOM. Here, too, the final report will be presented and discussed with the public. The review of the AT Alarge-ALAC, which is the advisory committee of the Board, which defends the interests of users around the world, with 5 regional groups, the RALOS - in our LACRALO region -, is already in the implementation phase of the recommendations.

f) Several other topics will be focused on ICANN 63. For those interested, remote participation is possible and the links to each session are available by clicking on the Daily Schedule, on the following link: https://63.schedule.icann.org/meetings?with[my]=true&classes[]=Groups%3A%3AMeetings%3A%20%3AMeeting.
