São Paulo, August 1, 2024 – The Ministry of Science, Technology and Innovation, with the support of the National Council of Science and Technology, presented this week to President Lula the proposal IA Plan for the Good of All, also known as Brazilian Artificial Intelligence Plan 2024-2028, whose objective is to promote the development, availability and use of Artificial Intelligence in Brazil, aimed at solving major national, social, economic, environmental and cultural challenges.
Based on ten fundamental premises (among them, focus on social well-being, generation of national capabilities, technological and data sovereignty, environmental sustainability, appreciation of diversity, international cooperation, ethics and responsibility in the use of AI, and participatory governance), O AI Plan for the Good of All is structured around five strategic axes (1. AI Infrastructure and Development; 2. Diffusion, Training and Capacity Building in AI; 3. AI for Improving Public Services; 4. AI for Business Innovation; 5. Support for the Regulatory and Governance Process of AI) and the result of a participatory and inclusive process, with the contribution of 117 public, private and civil society institutions. Along these axes, 54 concrete actions are proposed, which aim to position Brazil as a world leader in artificial intelligence and promote projects and research that substantially improve the lives of Brazilians. The total planned investment is R$ 23.03 billion in the period between 2024 and 2028.
The Brazilian Association of Software Companies (ABES), which represents more than 2 thousand companies, the vast majority of which are micro and small Brazilian technology companies, has been very active in AI debates in Brazil in the last decade and recognizes and congratulates the efforts plural in structuring the Plan, led by the Ministry of Science, Technology and Innovation – in particular, by promoting the adoption of technology and focusing on training the workforce.
ABES recognizes the relevance and essentiality of strengthening the Brazilian innovation ecosystem, with a view to boosting its technological and digital sovereignty and, in this sense, will work with the government so that the country has competitive sovereignty, which also has as essential pillars the attracting investments, the best AI professionals on the planet and access to the most innovative technologies and AIs available. The speed and transversality of technology in the Digital Era require global strategies for sovereign competitive insertion on the global stage. “It is an ambitious plan, which will come at a good time to support innovation, productivity and competitiveness, as well as Brazilian economic and social development driven by digital transformation and AI. We are certain that this Plan has the potential to support our companies and their entire ecosystem. In this sense, we propose to continue collaborating with the Federal Government in implementing the Plan”, highlights Andriei Gutierrez, Vice-President of ABES.
For ABES, the Plan proposal is also correct in proposing a Governance for the management and monitoring of its execution, with broad participation of the different government sectors involved, as well as society, through the business sector, academia and society civil. It therefore proposes the creation of a Superior Council led by the Presidency of the Republic, an Executive Committee and Thematic Chambers. “ABES understands the creation of this governance as essential and proposes to actively collaborate towards its success. With a view to integrating efforts and harmonizing priorities, we advise the government to guide its expansion to include representatives from both the Legislative and Judiciary branches. We congratulate the preparation of the Plan for also encouraging the responsible, sustainable and inclusive adoption of technology, as we understand that these pillars are fundamental for building a more digital and less unequal country”, adds Gutierrez.
Plan must be aligned with Tax Reform, warns ABES
ABES highlights the importance of seeking transversal harmonization between public policies to encourage the Plan. On the one hand, prudence and debate are needed around the proposal to build a Legal Framework for AI, since the last proposal presented before the legislative recess, according to the Association, is still one of the most restrictive on the planet. “It is based on a regulatory and governance burden that, if approved, could become an obstacle both to the development of national AI and its global competitiveness, and to attracting investments or innovation driven by AI”, comments Eduardo Paranhos, leader of the ABES AI Working Group. Therefore, the entity reinforces the importance of the proposal being matured by Congress, so that it is in line with the Brazilian Plan for AI.
On the other hand, ABES also alerts the Government and the National Congress to seek greater alignment between the Brazilian Plan for AI and the Tax Reform regulation underway in the Federal Congress. “It is necessary to pay attention to the fact that the technologies and services that today drive technological innovation and AI in Brazil will have a substantial tax increase, more than double what currently hovers over the production and innovation of Brazilian organizations”, highlights Rodolfo Fücher, president of the ABES Council.
