A digital government strategy needs to focus on the citizen, providing access to public services over the web, simplifying processes, streamlining service, contributing data for planning and implementing public policies. At the same time, a strategy must recognize the reality of each location in which it is implemented with its challenges.

In the context of Sociedade 5.0 and the VUCA world, ABES will bring together experts in the international webinar ABES Novos Tempos: How are Brazil and Estonia preparing for a more virtual society?, scheduled for 09/04, at 2 pm, to discuss different perspectives of Digital Government strategies with the presence of Florian Marcus, digital transformation advisor from Estonia, a country that is a global reference on the topic; Ciro Avelino, Deputy Secretary of Digital Government of the Ministry of Economy; Juan Quirós, Municipal Secretary of Innovation and Technology of the Municipality of São Paulo; and Daniel Annenberg, Councilor of São Paulo and former superintendent of Poupatempo and Detran. The event will have simultaneous translation.

Florian Marcus
Digital Transformation Adviser at the e-Estonia Briefing Center. 
It welcomes government representatives, business managers and academic researchers to talk about the lessons Estonia has learned on its digitalization path and where this journey will take you in the future. He holds two master's degrees in political science and security studies in the United Kingdom and Estonia. Ciro Avelino
Deputy Secretary of Digital Government of the Ministry of Economy. Specialist in Strategy, People and Information Technology, Ciro has a solid background in public service and is a co-founder of movements such as GovHackers and IGOVNights, pioneer of networks such as INOVAGOV and facilitator of schools, such as Perestoika and Echos - Escola de Design Thinking .

Daniel Annenberg
Councilor of the Municipality of São Paulo, elected in 2016. He is the author of the bill that instituted the Municipal Policy for Simple Language - Le 17.316 / 2020 - and the bill that creates the Municipal Day of Service to Citizens. From 2017 to 2019, he led the Secretariat of Innovation and Technology (SMIT), where he expanded the digital inclusion programs, improved the area of information technology and fostered the area of innovation in government. Between 2011 and 2016, he was superintendent of Detran-SP, the largest transit agency in Latin America, in addition to being one of the creators and the first superintendent of the Poupatempo program, between 1996 and 2006.

Juan Quirós
Municipal Secretary of Innovation and Technology of the Municipality of São Paulo. Graduated in Industrial Engineering from the University of Miami (USA), with a postgraduate degree in Business Administration from FGV-SP. With a solid track record, Juan Quirós was President of the Brazilian Export and Investment Promotion Agency (Apex-Brasil), of the Investment and Competitiveness Promotion Agency of the State of São Paulo (Investe SP), in addition to being a member of the BNDES Board of Directors / BNDESPar, and the Deliberative Council of the National and State Sebrae of SP.
