The objective of the Association is to bring together a team of qualified researchers, who will be invited to reflect on trends, study, debate and propose solutions for the country's main challenges.

São Paulo, March 6, 2023 – To contribute to the advancement of a public policy agenda for digital transformation and innovation in Brazil, the Brazilian Association of Software Companies (ABES) launches the THINK TANK ABES – Center for Intelligence, Public Policy and Innovation, which was born with the mission of bringing together a team of qualified researchers, who will be invited to reflect on trends, study, debate and propose solutions for the country's main challenges, bearing in mind that new technologies are vectors of profound transformations. The team of directors, advisers and leaders of the ABES committees will also be engaged in the initiatives of this center.

“The THINK TANK ABES aims to promote the generation of research-based knowledge that is capable of contributing to the advancement of a public policy and innovation agenda in Brazil, always focusing on building a Digital and Less Unequal Brazil. We hope to position ourselves as one of the main centers of debate on important topics for the country, contributing to the development of the technological sector and society as a whole”, highlights Paulo Milliet Roque, president of ABES.

Knowledge and public policies

Think tanks were born in the United States and Europe at the beginning of the last century, with the creation of the first research organizations, such as the Russell Sage Foundation and the Kiel Institute of World Economics. However, the term was only used years later, during World War II, and at the time, “think tank” was the name given to describe a safe place where military plans could be developed more smoothly. However, the name became popular and began to be used massively to describe study and research institutions. In the case of ABES, the idea is to carry out the production and dissemination of knowledge through the publication of studies, articles, e-books, among other materials.

The themes that will be worked on at THINK TANK ABES are:

  • Innovation and Promotion;

  • Legal and Tax Security;
  • Digital Sovereignty.

“Another important aspect of the strategy is the participation of our Members in events, interviews, public hearings and meetings with stakeholders”, emphasizes Jamile Sabatini Marques, Director of Innovation and Development at ABES and responsible for the Think Tank. In addition, the center will encourage dialogue between the various interlocutors involved in the science and innovation agenda, in order to promote positive changes for the Brazilian ecosystem. “In this way, ABES strengthens its position as a national reference in direct interlocution with various government agencies that work in the formulation of public policies at the municipal, state and, mainly, federal levels; with Academia, Institutes of Science and Technology and civil society – aligned with the quadruple helix model and the development of collaborative networks”, concludes Jamile.
