On August 4th, from 3 pm to 5 pm, ABES will promote the first online meeting of the newly created special group that will discuss the proposals for Tax reform, as part of the activities of GT Tributário. Members who want to participate in this initiative must send their data (full name and company name) to Carolina Marzano, advisor to the committees, by e-mailing carol.marzano@abes.org.br. In this way, it will forward the data for connection through the Zoom platform.

On the agenda are the first two tax reform proposals, represented by PEC 45/2019 (project by Deputy Baleia Rossi in the Chamber of Deputies); and PEC 110/19 (project by former Deputy Luis Carlos Hauly who is in the Senate). Both propose the creation of the Tax on Goods and Services (IBS), with a single rate, which aim to unify federal, state and municipal taxes into one. The differences between the two proposals are in some aspects, such as the transition time for the new model.

On July 21, the Minister of Economy, Paulo Guedes, delivered to the National Congress a proposal from the federal government with part of the tax reform studied by the economic area. According to the ministry, this first proposal deals only with the unification of PIS and Cofins, the two federal taxes on consumption, to be replaced by the Social Contribution on Operations with Goods and Services (CBS).

It is expected that discussions on tax reform in the National Congress will be resumed in August by the joint commission that analyzes the issue.
