An ABES initiative, which aims to promote the generation of knowledge based on research and which contributes to the advancement of a public policy and innovation agenda in Brazil, has established itself as a reference for the technology sector. New call, launched this month, seeks new researchers

To contribute to the advancement of a public policy agenda for digital transformation and innovation in Brazil, the Brazilian Association of Software Companies (ABES) launched, in 2023, its Think Tank – Center for Intelligence, Public Policies and Innovation. One year after the start of work, ABES celebrates the results obtained through the participation of 23 researchers, who were approved in three public calls carried out over the past year. 

Conducted in partnership with the Institute of Advanced Studies of the University of São Paulo (IEA-USP), the ABES Think Tank included, in its first year, a team specialized in areas such as Smart Cities, Artificial Intelligence, Open Data, among others. , reflecting the program's commitment to addressing the most pressing contemporary challenges. 

According to researcher Jamile Sabatini Marques, Director of Innovation and Promotion at ABES, PhD in Engineering and Knowledge Management from the Federal University of Santa Catarina (UFSC) and responsible for the Think Tank, the program participants played a vital role in shaping new public policies. “With their in-depth knowledge and guided research, they demonstrated exceptional engagement on strategic committees and represented ABES at national and international events. This action provided a valuable exchange of ideas, expanding the reach of the program and strengthening professional networks and contributing to the development of regulatory agendas and the promotion of data-based knowledge, influencing government decisions and strategic directions”, says Jamile. 

Program offered training and professional development opportunities 

The researchers came from various regions of the country, showing the national scope of the program. The high academic level of the participants – from doctoral students to full-fledged researchers – highlighted the quality and intellectual rigor of the program. “Researchers reflected on trends, studied, debated and proposed solutions to the country's main challenges, bearing in mind that new technologies are vectors of profound transformations”, details Jamile Sabatini Marques. 

The participants' contribution, marked by excellence and dedication, emphasized the importance of this program for social and technological development. In addition to promoting research, the ABES Think Tank also focused on continuous professional development, offering participating researchers training in areas such as Compliance and LGPD. “These trainings were essential to keep participants up to date with best practices and emerging trends”, adds Jamile. 

Participant feedback, according to ABES, was positive and highlighted benefits such as expanding contact networks, access to updated information and increasing the visibility of their own research. “They provided valuable suggestions to improve future editions of the program which, until now, has been a notable example of how intellectual collaboration can generate significant advances in public policies and innovation”, he points out. 

ABES opens call for new researchers 

To contribute to the advancement of a public policy agenda for digital transformation and innovation in Brazil, ABES launches the continuous flow notice for the Fellowship Program of its Think Tank. The notice aims to select doctoral students, post-doctoral students and other researchers with a completed doctorate linked to an educational institution, national or foreign, with the aim of increasing the level of scientific and technological excellence in the Center's areas of interest. In total, candidates will be selected for the following topics:

· Digital Government and Open Government

· Future of Work

· Digital Identity

· Privacy and Data Protection

· Open Data

· Cybersecurity

· Legal and Tax Security

· Tax Reform for the Technology Sector

· Smart Cities

· ESG (Environmental, Social and Governance)

· Innovation and Promotion

· Public Procurement 

After publishing the final result, those selected will be invited to sign the Term of Responsibility. The Selection Committee will select the participant to execute the Work Plan to be developed within 12 months, extendable for another 12 months.

ABES' strategy for its Think Tank foresees the participation of members in events, interviews, public hearings and meetings with stakeholders, in addition to stimulating dialogue between

the various interlocutors involved in the science and innovation agenda, in order to promote positive changes for the Brazilian ecosystem.

“In this way, ABES strengthens its position as a national reference in direct interlocution with various government agencies that work in the formulation of public policies at the municipal, state and, mainly, federal levels; with Academia, Institutes of Science and Technology and civil society – aligned with the quadruple helix model and the development of collaborative networks”, says Jamile.
