The Ministry of Science, Technology, Innovation and Communications (MCTIC) put the regulatory decree on the Legal Framework for Science, Technology and Innovation, sanctioned in January 2016 by the Presidency of the Republic, for public consultation. The base text is available on the website www.participa.br  and interested parties can send contributions until June 12th.
 
The new law changes the rules of public procurement for the ST&I sector, provides for the adoption of the differentiated contracting regime (RDC) and new cases for exemption from bidding. In addition, it facilitates the import of research inputs and establishes new intellectual property rules for technology licensing.
 
The text also simplifies the visa issuance process for foreign researchers, increases the time that professors at federal universities can dedicate to research and brings the productive sector closer to academia.

The public consultation will be carried out in two phases. In the first, the population must give an opinion on the provisions of the law that require some type of regulation. At this stage, the objective is to collect suggestions for the preparation of a first draft decree. Therefore, alongside each device to be regulated, questions were formulated to guide the participation of interested parties. The questions represent some of the main doubts that the ministry identified in the discussions about the regulation.
 
After the first consultation, a new period of thirty days will be opened for the elaboration of a draft regulation based on the contributions received.
 
The second phase of the consultation open to the public is the discussion of the draft decree, in a more traditional format, with contributions to be presented in relation to each of the provisions. After the consultation period, the federal government will prepare a final regulation proposal, without prejudice to new rounds of discussion.
 
Throughout the process, MCTI intends to intensify its agenda of public events to discuss proposals and mobilize society to participate in Participa.br debates.
