Prepared by the Regulatory Committee, Regulatory Agenda 2025 brings the entity's main recommendations for public policies and reinforces ABES' commitment to digital transformation and competitive digital sovereignty in Brazil
Sao Paulo, February 20, 2025 – The Brazilian Association of Software Companies (ABES), which aims to build a more digital and less unequal Brazil, launched its 2025 Regulatory Agenda to the press this Thursday, reaffirming its commitment to innovation, global competitiveness and strengthening digital governance in the country. The document, prepared by the ABES Regulatory Committee, with the support of other committees, working groups, the board of directors, the entity's council and researchers from the ABES Think Tank, brings together strategic recommendations for public policies essential to the digital transformation of Brazil.
With around 2,000 member companies, responsible for 80% of the revenue of the software and services sector in Brazil, ABES plays a crucial role in the Brazilian digital economy, promoting innovation and digital inclusion. The entity also stands out as a signatory of the UN Global Compact and the first representative of the technology sector to support the Brazilian Pact for Business Integrity of the CGU, consolidating its commitment to ethics and transparency.
“We believe that Brazil’s digital transformation needs to be aligned with a long-term structuring project, ensuring competitiveness and innovation in a sustainable manner. To this end, we advocate a balanced regulatory environment, capable of attracting investments and stimulating the development of new technologies,” highlights Paulo Milliet Roque, president of ABES.
Main themes of the ABES 2025 Regulatory Agenda:
Competitive digital sovereignty
ABES advocates a national strategy for digital transformation, guided by the integration of local innovation with global technological ecosystems, without restrictions on access to foreign technologies. The entity also supports the creation of a guarantee fund to encourage the adoption of technological solutions in Brazilian municipalities, especially small ones.
Public purchases
The entity seeks to modernize and reduce bureaucracy in public procurement to stimulate innovation, ensuring legal certainty and promoting a more competitive environment for technology suppliers.
Artificial Intelligence (AI)
ABES supports risk-based regulation, avoiding excessive restrictions that could discourage investment and innovation. The entity reinforces the need for regulatory harmonization with international guidelines, ensuring legal certainty for companies that develop and use AI.
Taxation
The association remains mobilized to ensure that the Tax Reform preserves the competitiveness of the technology sector, avoiding increases in the tax burden and distortions that could discourage innovation.
Privacy and data protection
ABES defends the full independence of ANPD and legal security in international data transfers, in addition to working to improve regulations aimed at small agents.
Cybersecurity
The entity proposes the creation of a National Cybersecurity Policy, in addition to incentives for the qualification of professionals, promotion of research and expansion of credit lines for investments in cybersecurity.
Labor relations, qualification and digital inclusion
With the deficit of qualified professionals in the IT sector, ABES advocates public policies for training and retaining talent in Brazil, as well as the creation of incentives for hiring in the sector.
Responsible and neutral use of the internet
The entity continues to defend regulation that protects freedom of access to information, without compromising innovation and the development of the digital market.
Promoting entrepreneurship and startups
ABES supports a safe legal and regulatory environment for startups, encouraging policies to foster innovation and improve the Legal Framework for Startups.
Think Tank ABES
Created to stimulate debates on public policies and innovation, the ABES Think Tank strengthens the bridge between academia and the technology sector, promoting research and strategic insights for a more digital and less unequal Brazil.
