Established in September 2021, the ABES Startups Committee is led by Cassio Spina (Altivia Ventures and Anjos do Brasil) and Eduardo Felipe P. Matias (Elias, Matias Advogados) and, since its inception, has been organized to present proposals for improvements in the Brazilian business environment, including resuming matters that remained pending after the enactment of the Legal Framework for Startups.
The Committee is structured in 3 working groups (WGs) with the themes: 1) Public Policies; 2) Stimulation of public contracting of startups by the new bidding system created by Marco Legal das Startups (MLS); 3) Encourage the connection of startups with companies associated with ABES.
Among the actions carried out by the committee are: the elaboration and forwarding to the National Congress of a Letter of Law seeking to overturn the presidential veto #25/2021 of the Legal Framework for Startups; dialogue with government and congressional leaders regarding this veto; beginning of discussions on a new legislative proposal on Stock Options, a topic that was left out of the MLS.
“In addition to the actions related to the overthrow of the #25 veto, the working groups are studying ways to make public managers aware of the importance of adopting the simplified bidding regime proposed by the MLS, and ways to bring startups and associated companies closer to ABES , as a way of strengthening the internal innovation ecosystem, open innovation partnerships, among other fronts. In 2022, we will consolidate the development of these guidelines through practical actions to generate effective results”, explains Cassio Spina.
“Startups are innovative companies that have increasingly occupied space in the business environment, especially in the information technology sector, since they develop and/or use software platforms to innovate in their sectors. Therefore, we understand that there is great potential synergy between ABES members and the startup ecosystem. The participation of all can generate strategic synergies and foster new business”, completes Eduardo Matias.
The startup ecosystem has seen strong growth in recent years, especially in 2021, a year in which there was strong growth in startup investments, surpassing the US$ 18 billion mark. "This figure demonstrates that the Brazilian vocation for innovative entrepreneurship has high potential. With the improvement of the business environment and greater awareness of the various actors involved, the sector has everything to continue generating more and more jobs and growth for the countrys”, concludes Cassio.
To strengthen the innovation ecosystem, the association implemented the ABES STARTUP INTERNSHIP PROGRAM, which aims to strengthen entrepreneurship and attract talent and investment to the Brazilian technology sector. The program's focus is to help emerging companies, which intensively use technology and wish to operate or expand their activities in Brazil, to overcome the complexities present in the market, making available to program participants, ABES' more than 35 years of experience in legal, regulatory, tax and marketing areas.
The startup that joins the ABES program will not need to pay the affiliation fee or the monthly contribution for 6 (six) months, a period that will be counted from the date of joining. It will be able to enjoy the services offered by ABES to its members, such as the relationship and business network, participation in thematic committees, access to market research, information on lines of promotion and government financing, marketplace data, as well as a complete compliance structure and legal advice.
