With just over a year of creation by ABES, the Public Procurement Working Group (WG) had a 2021 with a lot of movement and productivity, according to the WG leaders. One of the activities carried out was to monitor, understand and evaluate the projects related to the themes proposed by the Secretariat of Digital Government (SGD), of the Ministry of Economy.

The WG leaders participated in monthly meetings with the SGD and various associations in order to discuss improvements in the relationship between the secretariat and the Private Sector, establishing a common work agenda, which culminated in the publication by the SGD of a public call for transformation projects digital.

The new bidding law (14,133/2021) was sanctioned on 04/01/2021. “The WG was already working on the text of the Bill, even before it came into force. After approval, we led a series of online events in 2021, among them the so-called “Café com Experts, bringing experienced guests to presentations focused on the interpretation of the new law and its impact for the ICT sector”, explains Ana Carolina da Motta, one of the GT Leaders and Head of the AWS Public Policy team in Brazil,

In the opinion of Ludmar Sant'Anna de Paiva, CEO of Diretriz Consultoria e Sistemas and co-leader of the GT, “among the challenges to improve the Public Procurement sector and the insertion of ICT companies in this market are to “train public servants on how to carry out the entire procurement process – from the internal to the external phase. On the other hand, ICT companies should really believe and trust more in public procurement legislation, always act ethically and sell fairly, economically and transparently”.

Among the WG's plans for 2022 is to prepare a Manual on how IT companies can start to provide solutions to agencies and governments in the three spheres based on Law 14.133/2021, which will be prepared with the participation of other groups and experts, as well as promoting new online events.
