Strategic partner of the largest Brazilian meeting that encourages the development of smart cities and urban mobility in the country, ABES was present at the 9th edition of Connected Smart Cities & National Mobility (CSCM), what happened between days September 4th and 5th, at the Frei Caneca Convention Center, in Sao Paulo, with a series of activities, which were coordinated by the director of Innovation and Promotion at ABES and Think Tank, Jamile Sabatini Marques. The association also had a stand for business and networking at the event.
Successful technological cases in smart cities
On 09/04, from 2:00 pm to 3:30 pm, the association promoted a panel with success stories in the use of digital solutions in public management.
“The power of the cloud to accelerate smart cities” was presented by Jackson Souza, account executive at AWS; O "Use of traffic microsimulation in cities with BIM projects” was the topic addressed by Pedro Soethe, Brazil Technical Sales Manager at Autodesk; “Innovation Platform for Digital City Services: the case of Tasmu Smart Qatar” was presented by Carlos Teixeira, Azure Cloud Engineer from Microsoft; Alvaro Venegas, Founder & Director of ENG DTP & Multimídia, approachedtechnology of “Digital Twin in Smart Cities”; “The journey of digital transformation: from zero paper to hyper automation of processes” was the subject addressed by Rodrigo Santos, Executive Director at Softplan
Shortly thereafter, Joao Augusto Nardes, Minister of the Federal Audit Court – TCU; Camila Murta, Leader GT Public Purchasing at ABES, and Tatiana Camarão, Vice-president of the Mineiro Institute of Administrative Law and postgraduate professor at IMDA and PUC/MG led the panel “A new look at ICT solution hiring”, and highlighted the relevance of governance processes, the evolution represented by the new Tenders Law (Law 14,133/2021), which is not yet fully in force and faces resistance, and the need for new practices and mentalities for contracting ICT in processes of public procurement, due to its transversality and relevance.
The holding of this panel was accompanied by the launch of the ICT Contracting Manual from the perspective of the new law on bidding and administrative contracts, a book whose production was coordinated by Camila Murta and Tatiana Camarão and features the participation of 16 other professionals. A key question for the preparation of this manual is: how to promote the digital transformation of public authorities? The project coordinators explain that the manual “brings concepts and subsidies for ICT contracting with a view to strengthening digital democracy, as well as aiming to ensure greater effectiveness, efficiency and effectiveness in the provision of public services to citizens”. The work has a preface signed by Minister Nardes, from TCU, and an open letter signed by Paulo Milliet Roque, president of ABES, who supports the publication.
The contributions of ABES Think Tank researchers
On the second day of CCSM 2023, a group of researchers from Think Tank ABES took the stage and gave excellent presentations, addressing central issues for advancing the digital transformation of public management and for the formation of public policies that respond to the challenges. The opening of this panel was carried out by Roseli de Deus Lopes, Director of the Institute for Advanced Studies (IEA/USP), partner of the ABES Think Tank, and Jamile Sabatini Marques, Director of Innovation at ABES and the study center.
Leonardo Lins, Analyst at Cetic.br/NIC.br, dealt with technological maturity of Brazilian companies; Natalia Marroni Borges, Postdoctoral student in Artificial Intelligence and Foresight in the UFRGS Postgraduate Program, highlighted the importance of an integrated strategy for the advancement of artificial intelligence in Brazil; Anderson Rohe, Fellow Researcher at Think Tank ABES, brought some insights into the international debate surrounding the regulation of artificial intelligence underway in the United States, the European Community and China; Marcelo Batista Nery, Technology Transfer Coordinator and researcher – Center for Violence Studies at the University of São Paulo (NEV – USP), dealt with public policies and innovation, addressing the limitations and perspectives of data use; Ana Abreu, post-doctoral student in Engineering and Knowledge Management and ABES/IEA-USP Think Tank research, raised questions about the digital transformation of work; It is Regiane Relva Romano, Head of Smart City – Centro Universitário Facens, discussed concepts of smart cities and spoke about the role of new technologies in enabling this transformation of life and the provision of public services in urban spaces. All of these researchers are part of the ABES Think Tank group, which currently has more than 25 professionals.
