THE 14th edition of ABES SUMMIT, held in São Paulo and which brought together important experts, and which had as its central theme “Inflection Point: the urgency of the new technological agenda”. During the panel “Regulation and Public Policies – taking the reins of change”, Andriei Gutierrez, vice-president and leader of the ABES Regulatory Committee, highlighted the urgency of aligning innovation and regulation in Brazil. He argued that the State must play an active role in organizing ecosystems that drive economic development, preventing the country from drifting. The discussion focused on the need for a regulatory agenda that integrates innovation with credit, financing and public procurement policies, guiding Brazil towards a more prosperous future.

 

Igor Manaez Nazareth, Director of Innovation and Institutional Relations at EMBRAPII, highlighted the need for a robust industrial policy, such as “New Industry Brazil”, which seeks to transform 50% of companies by 2033 with significant investments in innovation. He believes that integration between government, academia and the private sector is essential to achieve economic goals in a sustainable and inclusive way.

Christina Aires Dias, a specialist lawyer at CNI, supported this view, emphasizing the balance between protection and innovation to harness the transformative potential of technology without missing out on emerging opportunities. She highlighted the importance of collaboration between public and private actors to promote inclusive economic and social development through digital transformation.

Innovation hubs

Venancio Velloso, partner and CDO at Genial Investimentos, expanded the discussion by highlighting the importance of creating innovation hubs following international examples, such as the United States and Canada. For him, diversity and collaboration between government, academia and the private sector are fundamental to fostering an innovative environment, ensuring competitiveness and creativity.

The debate continued, revealing the complexity of the interactions between regulation, innovation and public policies. The challenge remains: how to create a regulatory environment that not only responds to the needs of the present, but also prepares Brazil for a digital and inclusive future.

One positive example of public policy in Brazil was open finance, which has been transforming the country’s financial landscape. Venâncio highlighted that this initiative has enabled millions of Brazilians to join the financial system, creating a competitive environment that fosters innovation. “The Central Bank was the conductor of this change, and the success of open finance could be a model for other areas, such as logistics and healthcare,” he suggested. He also mentioned DREX, the new digital currency that promises to revolutionize the country’s business model. “It is essential that companies rethink their strategies in light of this change,” he warned.

As Brazil moves towards a more digital and inclusive economy, it is essential that public policies and regulations align with the needs of the market and society. Collaboration between government, business and academia is essential to create an ecosystem that not only fosters innovation but also ensures that all citizens benefit from this transformation. The future of digital Brazil depends on the ability of all stakeholders to work together and make strategic decisions that put the country on the right track.
